Job Title: Highways Maintenance & Management Lead

Seven Resourcing are looking to appoint a highly experienced and forward-thinking professional to lead Highways Maintenance operations in Cambridgeshire on an interim basis. This key leadership position offers the chance to influence the region s transport infrastructure and play a vital role in shaping its future sustainability and connectivity.
Role Overview
As the Highways Maintenance & Management Lead, you ll operate at a senior level within the Place and Sustainability Directorate, directly reporting to the Service Director: Infrastructure and Project Delivery. You ll be responsible for the strategic and day-to-day leadership of the county s Highways Maintenance functions, delivering impactful results with available resources.
Your leadership will be crucial in driving innovation, resilience, and inclusive growth in Cambridgeshire s highway and transport networks.
Main Duties and Responsibilities Strategic Direction

Define and implement objectives in line with council goals, legal requirements, and industry best practice.

Guide service planning, performance evaluation, and policy direction.

Champion improvements in economic, environmental, and social outcomes.

Represent the Council at high-level strategic meetings and forums.
Operational Management

Oversee the effective delivery of all Highways Maintenance services, including:

Road and footpath maintenance

Drainage systems and flood resilience

Highway structures and green corridors
-
Public engagement and stakeholder management

Ensure compliance with legislation and optimal use of resources.

Drive a performance-led, customer-oriented culture across the service.

Build and maintain strong collaborative relationships internally and externally.
Performance & Financial Oversight

Establish and monitor KPIs to measure effectiveness and impact.

Manage budgets, procurement activities, and resource allocation aligned with the Highways Asset Management Strategy.

Lead both reactive and planned maintenance programmes with an emphasis on long-term value.

Candidate Profile
Required Qualifications & Experience:

Degree (or comparable experience) in Civil Engineering, Infrastructure Management, or a related field.
