Job Title: Head of Finance - Homes & Communities

Our client, London Borough of Hillingdon, is seeking a Head of Finance specializing in Homes & Communities to join their team.

Job Purpose
  1. Leadership and Management: Lead and manage the Homes & Communities Finance Teams within Financial Management, supporting, advising on strategic finance and business partnering, and providing financial direction, support, and guidance to various Council services and Directorates.
  2. Project Support and Transformation: Support transformation and business-led projects within Homes & Communities, ensuring timely and robust financial information for decision-making, and realigning budgets to meet savings targets, including reporting on delivery timing differences.
  3. Financial Support to Senior Management: Support Senior Management and their budget managers in budget management, ensuring compliance with Financial Standing Orders and financial policies as directed by the Director of Corporate Finance.
  4. Financial Strategy and Planning: Provide financial leadership and strategic advice to develop robust financial plans and ensure the Council's medium-term financial forecast reflects future service needs.
  5. Financial Advice and Information: Deliver high-quality financial advice and timely information to Directors, Heads of Service, and budget managers, promoting a self-service budget management culture supported by a business partnering model.
  6. Financial Modelling: Lead on demand-led budget modeling within Homes & Communities, working with senior managers to establish forecasts and inform decision-making.
  7. Statutory and Legislative Support: Support statutory accounting, external audit processes, and legislative changes impacting finance.
  8. Internal Relationships and Development: Maintain effective relationships within the Finance directorate to support strategic financial information production, planning, and training programs.
  9. External Relationships: Build relationships with key stakeholders in the community, government, professional bodies, and other entities to enhance service performance.
  10. Training and Development: Coordinate the Corporate Finance training and development programs, including apprenticeship schemes.
