Job Descriptoin:
New York State Department of Environmental Conservation (DEC) is undertaking a multifaceted initiative to overhaul its 90+ legacy applications. Under agency guidance, the Systems Analyst will be responsible for inventorying and analyzing legacy applications for the DEC. The individual will evaluate application functionality, dependencies, and alignment with the agency goals, and collaborate with stakeholders to create a comprehensive roadmap for their remediation. As a change agent, the Systems Analyst will identify opportunities for modernization, design systems to implement improvements, and drive adoption of updated processes and technologies.
Day to Day Tasks:
• Conduct a detailed inventory of legacy applications, documenting their functionality, dependencies, and usage.
• Analyze and evaluate the suitability of applications for organizational needs and identify opportunities for modernization.
• Develop and document a prioritized remediation roadmap for legacy applications, including technical recommendations.
• Collaborate with stakeholders, including end users, technical teams, and DEC leadership, to gather requirements and align modernization objectives.
• Design workflows, technical specifications, and process diagrams using MS Visio and other tools.
• Use advanced Microsoft 365 applications (e.g., SharePoint, Teams, Power Automate, Power BI) to document, automate, and report on findings and progress.
• Conduct basic assessments of technical application platforms and databases to inform remediation planning.
• Act as a liaison between end users, technical teams, and software vendors, if applicable, to translate business needs into technical requirements.
• Facilitate system testing and validation processes, including user acceptance testing (UAT).
• Train and support end users to ensure successful adoption of modernized systems.
• Monitor progress on remediation efforts, reporting on key milestones and recommending adjustments as needed.
• Additional tasks and projects will be assigned at DEC leadership discretion.
Mandatory Qualifications:
Systems Analyst - Specializes in analyzing, designing and implementing information systems. Assesses the suitability of information systems in terms of their intended outcomes and liaises with end users, software vendors and programmers in order to achieve these outcomes. Uses analysis and design techniques to solve business problems using information technology. Serves as change agent, who identifies the organizational improvements needed, designs systems to implement those changes and trains and motivates others to use the systems.
Expert - 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 84 months of experience in analyzing, designing, and implementing information systems to address business challenges.
- 84 months of experience assessing legacy applications and developing remediation or modernization plans.
- 84 months of experience using system analysis and design techniques, including process modeling, data modeling, and workflow design.
- 48 months of experience in an Agile development environment, collaborating with cross-functional teams to deliver IT solutions.
- 48 months of experience creating roadmaps for system remediation or modernization initiatives.
- 48 months of experience in Microsoft 365 applications (e.g., SharePoint, Teams, Power Automate, Power BI) for collaboration, automation, and data visualization.
- 24 months of experience conducting training and supporting organizational change management for modernized systems.
- Agile Certification (e.g., CSM, A-CSM, SAFe, DASM, PMI-ACP, PSM, CBAP)
- Microsoft 365 Certification (e.g., MS-900 or PL-900 or equivalent)
