Job Description

DOER is seeking a Green Communities Grants Coordinator to coordinate various aspects of the Green Communities Division's grant programs, including grant administration and contract management. The Grants Coordinator reports to the Deputy Director of Green Communities and provides guidance, support, and analysis on issues related to their position. The Green Communities Grants Coordinator will coordinate the Municipal Energy Technical Assistance (META), Regional Energy Planning Assistance (REPA), technical and planning assistance and implementation grants related to the Climate Leaders Communities program, and the coordination of future grants and/or programs as directed by the Director and Deputy Director.

The Green Communities Division provides grants, technical assistance, and local support to help municipalities reduce energy use and costs by implementing clean energy projects in municipal buildings, facilities, and schools. The Green Communities Division serves all 351 Massachusetts cities and towns by providing technical assistance and financial support for clean energy solutions that reduce long-term energy costs, reduce greenhouse gas emissions, and strengthen local economies. Over 90 of the Commonwealth's population reside in designated Green Communities. Of those 297 designated communities, 169 are also considered environmental justice communities. The benefits of designation extend beyond the program itself, inspiring cities and towns to undertake additional energy-related initiatives, improve coordination between municipal staff and departments, and increase messaging with the public at large about energy and climate-related issues and actions.

The Grants Coordinator's primary duties will include:
  • Manage all aspects of assigned Green Communities Division grant programs, including coordinating the development, application process, coordination of the review process, and contract execution
  • Ensure proper grant recipient documentation and reporting and oversee contract disbursements in coordination with the finance team
  • Monitor and evaluate grant results (quantitative and qualitative) and communicate program impacts
  • Oversee the division's public-facing documents and manage the shared email inbox communications
  • Support Green Communities Regional Coordinators on various clean energy, energy efficiency, and sustainability programs
  • This role will act as a backup resource for other Green Communities grant coordination efforts as needed
  • Other duties as assigned
Preferred Qualifications:
  • Strong organizational skills and attention to detail
  • Ability to work independently, manage multiple projects, and track and report on program progress, spending, and ensuring deadlines are met
  • Excellent written and verbal communication skills, including public speaking
  • Ability to analyze data and make appropriate recommendations
  • Ability to coordinate the efforts of others in accomplishing assigned work objectives
  • Ability to develop and deliver creative engagement strategies for in-person and virtual meetings
  • Ability to research and learn about new technologies and issues related to climate, energy, and sustainability and develop program and policy recommendations
  • Ability to work well in a team environment, including across agencies
  • Knowledge of Massachusetts and municipal climate and energy policies and priorities
  • Experience in energy or sustainability initiatives, with skills in policy, planning, or communications
  • Knowledge of facility and energy management procedures and priorities
  • Ability to effectively use computer applications, including Microsoft Outlook, Excel, Word, and SharePoint, and website content management systems
  • Knowledge of municipal clean energy goals and DOER's role in contributing to those goals
  • Ability to communicate DOER policies and regulations clearly and accurately to local government officials

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
