Description of Job

About the Work Unit

The Office of Transportation Safety (OTS) exists to enhance the safety of the traveling public in Colorado through coordinated, integrated management of the Safety Education & Enforcement Programs, Employee Occupational Safety, Homeland Security, and Risk Management functions. A key purpose of the OTS is to foster partnerships with the Regions, federal and state agencies, local governments and the private sector to ensure the overall safety and mobility of the general public and the safety of CDOT employees is accomplished.

About the Position

As the Grant Support Technician IV , you will e nsure the financial functions, contractual functions, and policies of the Office of Transportation Safety (OTS) are performed timely and accurately. This position assists with executing budget actions in SAP, monitoring budgets, reviewing claims and monitoring the E Grants System for accuracy and completeness.

Your duties and responsibilities will include, but are not limited to, the following:
•   As part of claims processing, determine approval/disapproval of funds requested based on guidance provided by other OTS team members and federal and state regulations.
•   Review source claim documents for proper authorization and compliance with program requirements, verify invoices regarding contract type, rates charged, hours charged, checking all documentation for completeness and accuracy.
•   Advise project managers and local agencies on regulations to ensure expenditures and claimed costs are allowable and allocable.
•   Perform detailed reviews of multiple page claims that requires knowledge of budgets, an understanding of payroll expenses, benefits, indirect costs, travel expenses, and allowability of various supply and equipment purchases.
•   Ensure that the Grant Monitoring Spreadsheet is accurate, complete and up to date.
•   Monitor grant files in the E Grants System to ensure all required grant documents are uploaded.
•   Perform systematic grant files reviews during the year to ensure that contract files are compliant with prescribed file due dates and other requirements.
•   Review Notice to Proceed documents for accuracy.
•   Review Risk Assessments, setting yearly schedule for required financial monitoring visits.
•   Assist with locating and selecting the most appropriate regulations and policies to determine required grant documentation and procedures.
•   Update the Grants Management Manual, as needed.
•   Execute budget transactions using OTS financial applications.
•   Provide regular budget management reporting, including fiscal year end spending projections, to foster budget accountability in assigned program areas and to proactively resolve any budget-related issues.
•   Assist with coordinating fiscal year open/close activities.
•   Monitor all funding pools and invoices to ensure dates align to contract timelines, ensuring compliance.
•   Other job duties as assigned. Work Environment:
•   Primarily 8:00 am - 5:00 pm work hours, Monday-Friday with the opportunity for flexible work hours.

Minimum Qualifications

Experience Only:
•   At least 4 years of full-time experience where the primary job duties included all of the following:
•   Applying rules and procedures for the entry, quality assurance, and reporting of data.
•   Providing ongoing customer service to internal and external customers.
•   Regular use of computer software/systems, such as Word/Docs, Excel/Sheets, and SAP. OR

Education and Experience:
•   A combination of relevant education and experience equal to at least 4 years.
•   Education from an accredited college or university with coursework in accounting, auditing, public administration, business administration, data science, finance, or another field of study related to the duties of this position will be considered.
•   Experience where the primary job duties included all of the following will be considered:
•   Applying rules and procedures for the entry, quality assurance, and reporting of data.
•   Providing ongoing customer service to internal and external customers.
•   Regular use of computer software/systems, such as Word/Docs, Excel/Sheets, and SAP.
