Amentum is seeking a talented Global Supply Chain Manager professional to support a large USG Worldwide Logistics and Engineering Program, with primary location in Alexandria/Belvoir, VA. We are building a GSC Team to support this specific program, in which Buyers Level II through Level IV will report to the Global Supply Chain Manager for this program. The Supply Chain Manager leads a team of procurement professionals through the acquisition process of materials and services in support of programs and customers. The Supply Chain Manager is responsible for the supply chain function, reporting on critical performance metrics, capture support, and leading supplier performance management efforts. The Supply Chain Manager acts as liaison with program management, business operations, procurement, quality assurance, and legal. Lead sourcing efforts for funded and unfunded service requirements and recommends acquisition approaches to program stakeholders. Researches and develops new sources of supply and keeps informed of new service offerings, subcontractor performance on other Amentum programs, and price trends. Responsible for the employment, training, motivation, discipline, and performance evaluation of assigned employees. Responsible to drive process improvements and seek opportunities for optimizing the procurement process. Responsible for compliance of the procurement files and documentation within the Program business area. Engages with business area and GSCM leadership to align organizational goals with operational needs. Essential Responsibilities:

• Perform duties as an authorized representative for the overall performance of all procurement and supply chain management functions within your purview.
• Act as a direct supervisor of 8 Subcontract Administrators and Buyers
• Review resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.
• Recommend, develop, implement, establish, and enforce procedures to increase efficiency and improve cost effectiveness for the department.
• Adhere to AMENTUM and Federal policies for the Acquisition of direct and indirect materials and services.
• Account for the compliance of procurement professionals being supervised.
• Develop and administer data-driven business rhythms to measure and report the effectiveness of the team.
• Exercise a high degree of independent judgment within generally defined processes and procedures in selecting methods or techniques for obtaining solutions. Ensure that budget, schedules, compliance, and performance requirements are met.
• Lead direct reports in the use of GSCM tools such as Costpoint, OnPoint, and other systems.
• Conduct regular meetings with direct reports to manage communication of corporate initiatives and policy changes.
• Coordinate subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, and recognition/disciplinary actions in coordination with GSCM.
• Use attention to detail and organization skills to understand work problems and procedures and ensure accuracy of subcontracts and proposals.
• Reviews the work of others and is able to detect errors or needed modifications. Ensures work products are accurate and complete.
• Direct the work of a diverse employee population assigned to the department.
• Perform additional duties and projects as assigned. Knowledge & Skills/Minimum Qualifications:
• Knowledge of Federal Acquisition Regulations; experience with import/export issues.
• A demonstrated commitment to sound financial management, efficiency, and the pursuit of established objectives.
• Strong organizational and interpersonal skills are necessary. The ability to develop and execute effective strategies is required.
• Progressive record of successful supply chain optimization, implementation of best industry practices, and change management.
• Experience with CPSR audits, FAR/DFAR regulations, and complying with ACO Consent processes.
• Experience administering and driving improvements to Subcontract Management and Procurement metrics is required.
• Experience with Cost Point Procurement is preferred.
• Excellent organizational and time management skills
• Proficient written and verbal communication skills are required for regular communication with AMENTUM executive leadership.
• Strong computer skills, specifically in Microsoft Word and Excel Experience & Education:
• Bachelor's degree in business administration or related field, and eight (8) years of experience in subcontracts, procurement, supply chain, or related field, or a Master's degree and six (6) years of experience Two (2) years of experience in procurement or a related field may be substituted for each year of the four (4) years of college.
• Experience directly managing and leading procurement teams
• Experience leading or assisting with bill of material development and procurement planning
• Excellent communication and negotiation skills and working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications are required.
• Experience with various contract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof)
• Must be a US Citizen and hold an active Top Secret Clearance Preferred Knowledge, Skills, and Abilities:
• Experience with Costpoint or a similar ERP system, to include use of the purchasing module.
• Process improvement experience in a recognized methodology (Agile, Lean Six Sigma, CMMI, ISO).
• Experience with AMRO, IBM Maximo, Hyland OnBase, Unanet, IBM Cognos, Deltek Time and Expense, OnPoint, Centresuite systems.
• Capture and Proposal support experience.
• Experience negotiating agreements with commercial companies, non-profits, and universities. Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, and constant mental alertness; must possess planning/organizing skills and be able to work under deadlines.
May be required to travel domestically and internationally on short notice, which may include travel to austere environments under harsh living conditions.
