Job Description

The Texas General Land Office is seeking a Program Specialist IV (Media Producer) within the Communications Department of the agency.

The Media Producer performs advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. May serve as a lead worker, providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

What Your Contributions to the GLO Will be:
  • Captures and produces professional-quality audio and video products including broadcast PSAs, outreach features, and internal communications. Includes creation of video projects in support of division initiatives. Includes video photography, editing, encoding, and archiving. Includes production of web and social media content as well as live streaming events.
  • Edits HD and 4K video and produces motion graphics, including Chroma-key compositing, title screens, lower-third name keys, and closing credits using Adobe Premiere Pro or Final Cut Pro, After Effects, and Photoshop. Works with the press team to ensure text is written and edited in accordance with GLO Standards and Guidelines. Serves as production coordinator and video editor of assigned video products. Ensures preproduction, production, and postproduction parameters, timelines, and distribution goals are met. Ability to coordinate studio setups and the transportation of equipment and staff to on-location shoots.
  • Responsible for weekly production and editing of recurring projects such as Save Texas History and Adopt-A-Beach.
  • Responsible for the maintenance and upgrade of the agency's audio and digital video, and photography archives. Oversee and maintain video-production equipment and studio-control room facilities. Provides assistance in purchasing video-production software and hardware. Ability to identify internal and external communication needs and help develop procedure improvements.
  • Perform still photography as needed, including processing of photos and archiving.
  • Serve as multimedia producer for agency public events. Ensure high-quality audio/video for every event, utilizing GLO staff and external contractors in cooperation with GLO staff and the Communications Director. Manage contracts with vendors for dependable and cost-effective event audio/visual services, as needed.
Qualifications:

Minimum Qualifications:
  • Graduation from an accredited four-year college or university with major coursework in communications, public relations, media studies, or related field plus three (3) years of experience producing professional-quality audio and video products.
  • Experience editing standard and 4K video, producing motion graphics, including Chroma-key compositing, title screens, lower-third name keys, and closing credits - using nonlinear editing software and digital tools, principally Adobe Premiere Pro, After Effects, and Photoshop.
  • Experience in video production, journalism, and/or documentary filmmaking.
  • Experience capturing multi-camera, still, video, and audio footage in a professional setting.
  • Experience overseeing and maintaining video-production equipment and studio-control room facilities. Ability to juggle multiple projects at once.
  • Experience and education may be substituted for one another.
  • A demonstration of video editing skills will be required if selected for an interview.
Preferred Qualifications:
  • A creative video specialist who can conduct video production from start to finish. This includes brainstorming, outlining and storyboarding, scripting, scheduling, shooting, and editing. Video production should be high quality, both formal and informal, and used primarily online for social media promotions and TV commercials when needed.
Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone, and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities, requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
