GIS Technician - Progression POSITION CONCEPT Update, maintain, enhance, and provide GIS data, maps, CAD drawings, queries, and spatial analyses for operations and engineering personnel in order to ensure effective planning, design, operation, maintenance, and construction of the electric system.
OVERVIEW OF PROGRESSION The GIS Technician Progression is comprised of five (5) job titles:
- GIS Technician I
- GIS Technician II
- GIS Analyst
- Senior GIS Analyst
- Lead GIS Analyst
Each position in this progression is described in more detail on the following pages.
Advancement to a higher level within the GIS Progression is based on value added to the Company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, i.e. not based solely on time in the job, but will be based on the employee's performance, qualifications, and the business and/or technical needs of the department.
LEVEL: GIS Technician I SCOPE: Works under direct supervision and the guidance of more senior staff on routine assignments; follows established policies and procedures.
PRIMARY DUTIES AND RESPONSIBILITIES - UPDATE & MAINTAIN DATA & MAPS (50%): Utilize GIS and drafting skills and principles to create, revise, maintain, and archive GIS data, GIS and CAD maps, and CAD drawings while adhering to standards and procedures. Read and understand basic work requests, blueprints, CAD drawings, and field sketches to create or make changes to data, maps, and drawings. May include obtaining up-to-date parcel and street data from outside agencies and implementing the steps necessary to import land base updates into the GIS.
- PERFORM QA/QC OF DATA & MAPS (20%): Perform quality assurance and quality control (QA/QC) of GIS and mapping data to ensure data integrity, accuracy, and timeliness and to ensure adherence to mapping standards. This includes operating the GIS to make corrections and additions to the data plus QA/QC of construction prints and as-built information, map products, and reports and queries generated from the GIS.
- FULFILL SPECIAL REQUESTS (10%): Participate in efforts to design, specify, recommend, test, and produce special and ad-hoc maps, displays, reports, and queries to meet end-users' business requirements on request.
- PROVIDE USER SUPPORT (10%): Assist individual users with how to use the GIS and how to understand the information stored by the GIS. This includes assisting individual users with navigating the system, plus how to produce maps, displays, reports, and queries. Participate in providing consultation, formal and informal training, documentation, and job aids in support of end-users' understanding and utilization of GIS systems to enable them to effectively plan, design, operate, maintain, and construct the electric system.
- PARTICIPATE IN PROCESS & SYSTEM IMPROVEMENTS (10%): Participate in efforts to evaluate, re-engineer, design, specify, recommend, justify, implement, and document business processes and workflows and applications and hardware related to GIS and mapping activities in order to ensure effective fulfillment of business requirements. Includes testing of software enhancements and may include feasibility studies and research. May also include troubleshooting and resolving problems.

RELATIONSHIPS Key Internal: Frequent interaction with front-line employees and occasional interaction with management in multiple operations and engineering departments throughout Electric & Gas Delivery, Information Technology, and Customer Service.
Key External: Infrequent limited and supervised interactions with some of the following: County and City government employees, Civil Engineering firms, software and hardware vendors, and consultants.
QUALIFICATIONS Education Required: Minimum of a high school diploma is required.
Licenses/Certifications Preferred: GIS Certification
Related Experience Required: Minimum of Four (4) years of work experience related to the Duties and Responsibilities of this position is required. Related experience consists of work related to the items described in the Knowledge, Skills and Abilities section.
Appropriate college degrees may be considered in lieu of some work experience.
Appropriate degrees include disciplines such as Geography, GIS, and Drafting.
Knowledge/Skills/Abilities (KSA) Required: Must have demonstrated skills in the concepts and principles of GIS, land base, mapping, and drafting. Must have proficiency with at least one related software application, such as: Intergraph G/Technology, ESRI ArcInfo, AutoCAD, MicroStation, or other similar systems.
Preferred: Proficiency with Intergraph's G/Technology is preferred. Knowledge of electric utility mapping and construction practices and work order concepts is also preferred. Knowledge of other electric utility applications, such as work management or outage management, is desirable.
LEVEL: GIS Technician II SCOPE: Works under general supervision and the guidance of more senior staff on varied duties requiring judgment or simple analysis to determine course of action, with limited latitude.
PRIMARY DUTIES AND RESPONSIBILITIES - UPDATE & MAINTAIN DATA & MAPS (40%): Utilize GIS and drafting skills and principles to create, revise, maintain, and archive GIS data, GIS and CAD maps, and CAD drawings while adhering to standards and procedures. Read and understand moderately complex work requests, blueprints, CAD drawings, and field sketches to create or make changes to data, maps, and drawings. May include obtaining up-to-date parcel and street data from outside agencies and implementing the steps necessary to import land base updates into the GIS.
- PERFORM QA/QC OF DATA & MAPS (30%): Perform quality assurance and quality control (QA/QC) of GIS and mapping data to ensure data integrity, accuracy, and timeliness and to ensure adherence to mapping standards. This includes operating the GIS to make corrections and additions to the data plus QA/QC of construction prints and as-built information, map products, and reports and queries generated from the GIS.
