Under general supervision of the Division Manager - Design, manages and oversees the development, implementation and oversight of all enterprise Geographic Information Systems (GIS) operations, including database management and administration, data development, system administration, technical consulting, training and marketing within cross-functional departments. Supervises and trains staff in the collection, production, and maintenance of databases for all GIS products and services. This job class is treated as FSLA exempt.

Tasks:
1. Supervision: Supervises and manages GIS database management, product development, and system administration and prioritizes and monitors staff work assignments.
• Plans, organizes, and prioritizes work assignments and staff workflow.
• Monitors and reviews work in progress to ensure work is performed according to established work standards and completed within required timelines.
• Develops and maintains long/short range goals/objectives to guide staff in the achievement of GIS operational commitments.
• Trains, mentors, and coaches staff on GIS operational tasks to include, but not limited to: database management, data development, system administration, etc.
• Develops and maintains processes and procedures for use in training staff and ensuring consistency in GIS enterprise operations.
• Provides professional expertise/technical assistance to staff in resolving complex GIS issues.
• Conducts timely performance appraisals and provides regular feedback and counseling to staff.
• Recognizes staff for exceptional performance and identify and correct work deficiencies.
• Processes and approves employees work time utilizing PeopleSoft time/labor.
• Assists with staff hiring and provides suggestions/recommendations concerning disciplinary issues. 2. GIS Resources Development & Maintenance: Develops, implements, and maintains effective processes and procedures for collecting, storing, and maintaining GIS data, products, and materials.
• Manages and oversees the development/maintenance of spatially-referenced databases.
• Facilitates needs assessments for clients seeking GIS enterprise support to determine specific GIS requirements and work approaches to meet service demands.
• Keeps supervisor informed on the status of all pending GIS projects and system upgrades and potential impact on project completion.
• Collects, stores, updates, manipulates, analyzes, and display geographically referenced information.
• Monitors inventory of GIS-related software, equipment, and supplies to ensure availability of adequate resources to support work activities.
• Plans and coordinates installations, upgrades and enhancements for GIS hardware and software.
• Researches and recommends new equipment and software based on assessment of organization's needs.
• Develops and maintains comprehensive strategies for handling GIS hardware/software system development.
• Ensures appropriate policies, processes and procedures are developed related to GIS hardware, software, and systems.
• Develops and maintains custom tools that streamline GIS data maintenance workflow and database administration.
• Reviews, interprets, and ensures the accuracy GIS Division product data such as geographic, property, land management, mapping documentation, construction drawings, deeds, plats, survey data, reports, etc. 3. GIS Administration: Monitors and oversees all administrative GIS requirements for the Division.
• Prepares and submit GIS annual budget request for supervisor's review and inclusion in the Department's annual budget proposal.
• Monitors yearly budget expenditures to ensure compliance with approved budget allocations.
• Identifies internal/external funding opportunities to further the GIS mission and improve overall GIS capability in the organization.
• Manages and directs submission of grant applications and ensures compliance with funding source terms and conditions.
• Initiates and tracks purchases orders for new and replacement materials for daily work activities.
• Writes and monitors GIS contracts and reviews and assesses contractor performance.
• Develops, implements, and administers operating policies and procedures and monitors compliance. 4. GIS Consultation & Communication: Meets with various departments, consultants, tribal, local and state officials to discuss GIS operational or support requirements.
• In consultation with other departments and stakeholders, develops and implements long and short term strategic plans, goals, and objectives for the GIS operations.
• Markets the GIS system with cross-functional departments in the organization to highlight the benefits of the system and encourage maximum use throughout the organization.
• Develops requests for proposals (RFPs), solicits, reviews and works with consultants to accomplish specific organizational program goals.
• Consults with department directors, Community officials, and other officials to review GIS operations/activities, resolve problems, receive advice/direction, and provide recommendations.
• Coordinates department requests for GIS services and identifies appropriate application and method for project completion. 5. Miscellaneous: Attends departmental meetings and assist with other requirements as needed.
• Attends special meetings, training, conferences and seminars as required.
• Provides support and general assistance to the Division Manager and Director of Engineering and Construction Services.
• Maintains familiarity with personnel and working knowledge related to other sections within the Design Division (e.g. Engineering Section, Architectural Section, Rights-of-Way Section, etc.). 6. Performs other job-related duties as assigned to support and enhance department operations.
Knowledge, Skills, Abilities and Other Characteristics:
• Knowledge of the history, culture, laws, customs, and traditions of the Salt River Pima-Maricopa Indian Community.
• Knowledge of the mission, purpose, organization, policies and employee responsibilities of the Engineering & Construction Services Department.
• Knowledge of GIS hardware/software functionality, installation, and upgrades.
• Knowledge of ArcGIS Enterprise, REST's, and ArcGIS Online solutions.
• Knowledge of remote sensing technology, aerial photogrammetry and LiDAR.
• Knowledge of the application of GIS technology and its application in tribal or municipal business planning, engineering, public safety, and environmental policy.
• Knowledge of creating, managing, and maintaining addresses in the NENA standard for NG911.
• Knowledge of cartographic mapping principles and techniques.
• Knowledge of earth-based geioid, ellipsoid and vertical reference models.
• Knowledge of concept and practice associated with database administration, relational database design and implementation.
• Knowledge of Autodesk applications for infrastructure and buildings.
• Knowledge of application of scripting languages and object-based application design.
• Knowledge of application of coordinate geometry and surveying principles within the GIS application framework.
• Skill in applying business process analysis as it pertains to GIS.
• Skill in communication verbally and in writing along with excellent interpersonal communication skills.
• Skill in use personal computer including software applications such as: Microsoft Office Professional software, ArcGIS software for desktop and server, and SQL Server.
