The PositionThe Digital Solutions department is seeking a GIS Manager. This position plans, organizes, and directs the work of a centralized GIS team. Manages complex GIS projects from initiation to implementation and resource availability to ensure service delivery. This position is responsible for developing long-term strategies for sustainable solutions, architecting system governance, strategic initiatives, process improvement, and policy development. Serves as a business liaison to technical personnel, vendors, and internal and external partners. Ensures data compliance and security throughout the system.
Essential Functions(The essential functions listed below are not intended to reflect all duties that may be assigned to the classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all essential functions.)
- Oversees GIS data governance, deployment, usage, and services for CWS. Leads a cross-functional team in developing strategic vision, identifying business application integration needs, and communicating progress by regularly convening internal stakeholders of the GIS program.
- Manages and leads strategic programmatic planning for research, design, development, and operations of geographic information systems (GIS), global positioning systems (GPS), mobile and field data collection, and spatial analysis tools; oversees data management practices and procedures, ensures quality assurance and control, evaluates and coordinates system upgrades, defines system and equipment requirements, manages process improvement initiatives, develops and implements strategic roadmap.
- Directs and implements integration of the application platform and associated libraries. Oversees data retrieval, backup restores, infrastructure management, input, and modeling standards for GIS data, applications, and solutions.
- Acts as a technical resource; develops and provides training and assistance to CWS staff on processes and procedures. Collaborates and builds relationships with internal and external customers, vendors, and other entities that share data with CWS.
- Serves as liaison to city and county staff, partner organizations, developers, consultants, and contractors relating to regional and local district GIS services and data. Represents CWS at meetings and technical user groups. Develops and delivers presentations and trainings explaining CWS GIS data, systems, and standards.
- Participates in the preparation, development, and administration of the program budget to ensure needed staffing, equipment, and other resources are available for efficient and cost-effective performance. Manages contracts for professional, trade, and technical services, and forecasts long-term resource needs.
- Maintains comprehensive, current knowledge of GIS-related developments, trends, changes, GIS data management technology, equipment, software, and related hardware applications.
- Organizes cooperative projects within CWS with local, state, and federal agencies, academic institutions, and non-governmental organizations. Develops and implements data sharing, intergovernmental agreements, and other contracts to support cooperative projects.
- Manages the work of technical, professional and/or supervisory staff. Oversees employee development and performance including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
- Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups' understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches.
- Drives a CWS or personal vehicle for work-related purposes.
QualificationsKNOWLEDGE OF: - GIS concepts
- Geoprocessing functions and techniques, and database management procedures in the ESRI platform (ArcGIS, ArcGIS Pro, Portal for ArcGIS and ArcGIS Online, geodatabases, ArcSDE, ArcGIS Server, RESTful endpoints)
- Computer systems, network and desktop hardware, peripherals, enterprise applications, and database management systems (DBMS)
- Principles of data management and control
- Principles of geodatabase design, mapping and cartography
- Principles of supervision, team building, and coaching techniques and practices
- Principles and practices of project development, scheduling, and management
- Principles and practices of budget development and control
- Strategic planning, developing policies and procedures
- Pertinent federal, state, and local laws, codes, administrative rules, and regulations

EXPERIENCE AND TRAINING GUIDELINES: The following are the minimum qualifications for this position.
3 years of managerial, supervisory, or leadership experience;
5 years of experience in designing and developing geographic information systems, cartography, spatial analysis tools, or system administration practices;
College-level coursework in GIS, Information Management Systems, Urban Planning, Geography, Civil Engineering, Computer Science, Business Administration, or related field;
Geographic Information Systems Certification, such as GISP.
OR 3 years of managerial, supervisory, or leadership experience;
3 years of experience in designing and developing geographic information systems, cartography, spatial analysis tools, or system administration practices;
Bachelor's degree in GIS, Information Management Systems, Urban Planning, Geography, Civil Engineering, Computer Science, Business Administration, or related field.
Geographic Information Systems Certification, such as GISP, is preferred.
CERTIFICATION AND LICENSURE REQUIREMENTS Candidates must possess and maintain a valid state-issued driver's license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
