Scope of Work: Geographic Information Systems Analyst
1. Objective
The Los Angeles Police Department (LAPD) requests the creation of a Geographic Information Systems (GIS) Analyst contractor position to support the varlety of GIS projects and requests within the Los Angeles Police Department (LAPD). The employee in this position will serve homelessness initiatives developed by the Mayor's Office and will help to ensure optimal GIS Services are being produced quickly within the Police Department, including in support of the 2028 Summer Olympics in Los Angeles.
2. Project Scope
The Information Technology Bureau (ITB) would greatly benefit from the addition of a GIS Analyst to its Geospatial Technology Unit (GTU). The GIS Analyst will be responsible for handling GIS Indoors and digital twins projects in support of the LAPD. GTU also handles geospatial edits for the city's 911 emergency response system. The GIS Analyst would be responsible for the following:
Modifying street and boundary data to ensure faster response times
Modifying point data of commonplaces in the city of Los Angeles which assist when users call 911 from these locations
Editing city, basic car, and Reporting Districts
3. Team Responsibilities
Requests for these types of edits are likely to ramp up as the 2028 Olympics approaches.
This work also includes handling attribute edits for the Mayor's Office Urban Alchemy (UA) program. For example, the Analyst can and will be tasked with editing LAPD Reporting Districts which offer UA services. This GIS editing work for the 911 emergency response system underpins public health and safety initiatives for the residents and visitors of Los Angeles.
GTU is also the go-to for maps and GIS planning for the Olympics in 2028. Other tasks this GIS Analyst would work on include producing citywide maps and assisting with the creation of Dashboards built with ArcGIS software. Dashboards assist LAPD groups in the following ways:
Dashboards quickly furnish real-time and historical data to leadership
They enhance decision making and facilitate a more informed approach to resource management
4. Team Member Qualifications
Proficiency in editing geospatial data, running topologies and testing.
Ability to automate simple and more sophisticated GIS tasks
Ability to create and deploy web map applications with the ArcGIS platform
Knowledge of working with 3D models and digital twins
Physical fitness to work with plotter printers and associated hardware,
Strong teamwork, communication, and problem-solving skills
