Position Level: This position is posted as a GIS Analyst II ; however, candidates may be considered at the GIS Analyst I level depending on qualifications and experience.
• GIS Analyst I : Typically requires 2 to 3 years of related experience.
Hiring Range: $64,178 - $70,596 annually
• GIS Analyst II : Typically requires 3 to 5 years of related experience.
Hiring Range: $70,596 - $77,656 annually Final classification and compensation will be determined based on the candidate's qualifications and experience.
Work Schedule: Generally, Monday-Friday; and, after-hours meetings, problem resolution & on-call as necessary
NATURE OF WORK
As a member of the Town's Information Technology (IT) Department, the GIS Analyst II will provide exceptional, service-focused, and reliable customer service and communication in handling service requests, incidents, changes, and releases. The GIS Analyst works under the general supervision of the GIS Supervisor and in collaboration with the IT Department
Team Members.
The GIS Analyst II is required to perform work in a manner consistent with and exemplary of the Town's PRIDE philosophy and the Town's Equal Opportunity Employment policy.

The GIS Analyst II works under the direct supervision of the GIS Supervisor to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

ESSENTIAL JOB FUNCTIONS
The GIS Analyst II is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the Town, department, division, and pursuant to laws, regulation, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive:
• DATA: Determines appropriate data for specific uses; prepares data for analysis; creates and edits data in an enterprise geodatabase environment; manage data collections and convert mapping resources and data; designs geodatabases and administers versioned editing environments; implements quality control procedures and performs quality assurance; performs SQL queries and filters; performs automated, batched data manipulations based on identified patterns utilizing modeling or scripting; creates and manages web services and related datasets related to applications and system integrations
• ANALYSIS: Performs complex spatial analysis; evaluating spatial distributions, patterns, processes, and relationships; produces scripting for automation of procedures; produces descriptive and explanatory summaries of results; research analytical and statistical methods
• MAPS: Creates and maintains static maps and dynamic, interactive web maps; designs cartographic products that are visually appealing, informative, and easy to use and interpret
• REPORTS: Creates and maintains static and dynamic visualizations such as graphs, charts, and dashboards; produces reports; develops and delivers internal and external presentations
• DOCUMENTATION: Develops comprehensive methodology and system documentation; develops and adheres to data management and map design standards; follows processes and workflows
• INFRASTRUCTURE: Helps to manage, maintain and support the enterprise GIS system; manages GIS-specific software; seeks out new technologies, tests them and presents them to the team; implements newly approved technologies; coordinates roll-out of GIS software to users;provides technical support to GIS users and customers
• PROJECT MANAGEMENT: Creates and manages basic project documents, including requirements lists and communication records; gathers requirements through conversations with the customer; performs alternatives analysis when determining solutions; manages personal workload; provides customer service to internal and external users as needed; communicates with project stakeholders and implements iterative feedback; serves as a project team lead; serves on project-specific analysis teams to develop, approach and pursue analysis
• USER SUPPORT: Provide diagnosis and resolution of complex end user problems, recommends and implements corrective solutions; provides system usage training and guides users in creating training plans OTHER DUTIES
Depending on organizational need, additional duties may include the following:
• The GIS Analyst II position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check
• Perform research as directed, such as discovering new technology or tools, market research, etc
• Perform related duties as established by law/ordinance or reasonably directed by the Town
• Assist other Town departments/divisions, as necessary
• May participate in Town employee committees, projects or assignments as required

EDUCATION, EXPERIENCE AND FORMAL TRAINING
• Three to five years related experience in the geographic information systems,information technology, public work, planning or urban economics; or equivalent combination of education and experience.
• Bachelor's degree in Geography, Geographic Information Systems, Computer Science, or related field from an accredited college preferred
• Demonstrated experience using and managing ArcGIS Desktop, ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, ArcGIS Mobile applications, PYTHON, ARCADE, SQL and/or other relevant software products or programming languages
• Experience using Trimble GPS hardware and related tools
• Demonstrated experience with technical project execution involving cross-functional teams, knowledge of project management processes required
• Experience managing GIS applications using Microsoft Windows operating systems and TCP/IP network environments
• Experience in the IT field of work is desirable
• Experience with field data collection methods and management of related data environments
• Experience using plotters and handling large-format print jobs
• Equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered LICENSES OR CERTIFICATES
• Must have a current Colorado Driver's License or the ability to obtain one upon hire, that meets the Town of Windsor's standards
• GISP Certification, Professional ESRI Certifications, ITIL v3 or v4 Foundations, FAA Part 107 Remote Pilot Certificate, and/or Software related certifications, or the ability to obtain are preferred KNOWLEDGE, SKILLS & ABILITIES
• Knowledge of the theory, principles, and practices of technology management and ofthe current trends in Information Technology, GIS, and GPS, and how to apply these skills to public sector service delivery
• Advanced experience & knowledge in the following areas: GIS equipment and terminology; GIS environment and architecture; GIS methodology and best practices
• Extensive knowledge of GIS systems used by the Town including ArcGIS Enterprise, ArcGIS Online and ArcGIS Pro
• Advanced knowledge of the principles, practices, and techniques of GIS hardware and software configurations, and relational database structures
• Ability to apply advanced methods of computer programming concepts in integrated development environments and ability to code using programming languages commonly used in conjunction with current GIS technology; working knowledge of SQL, ARCADE, Python, JavaScript as well as Arcpy and ArcGIS API for Python
• Demonstrated ability to design, develop and maintain an integrated system of enterprise GIS
• Knowledge of GPS systems used by the Town (or hardware/systems similar to those used by the Town)Strong knowledge of the principles, practices, and techniques of GPS hardware and software configurations
• Knowledge of the Public Land Survey System (PLSS) and the ability to interpret and plot property legal descriptions
• Understanding of GIS related software development principles and practices and ability to apply these in project analysis and management
• Knowledge of advanced concepts utility networking and asset management related concepts
• Knowledge of advanced project management methods and techniques; AGILE and SCRUM knowledge desirable
• Advanced knowledge of current web access protocols including REST and JSON
• Knowledge of federal, state and local statues, ordinances, and resolutions that regulate information technology
• Knowledge of the general principles and practices of public administration including budgeting, purchasing and financial transactions, employee expectations and communication protocols
