GENERAL DESCRIPTION OF POSITION

Under general direction, performs advanced administrative and technical duties in the development, control, organization, collection, compilation, design, analysis and maintenance of spatial data and partners with departmental and organizational representatives to determine and respond to their geographic information systems (GIS) needs for the City's ArcGIS on-prem and cloud platforms.
SUPERVISION RECEIVED

Works under the general supervision of the Information Technology Asst. Director.
SUPERVISION EXERCISED

May exercise functional and technical supervision over lower level employees and temporary staff.
Minimum Qualifications/Special Requirements
EDUCATION AND EXPERIENCE
•  Equivalent to an Associate's Degree in GIS, computer science, information systems or a closely related field;
•  Six (6) years of responsible GIS systems management, systems analysis, or related experience;
•  Any combination of education, experience and training which demonstrates the knowledge and experience to perform the work. SPECIAL REQUIREMENTS
•  Valid Arizona Driver's License.
•  Ability to possess and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements.
•  Skill in the use of civil computer-aided design/software, experience in the use of AutoCAD, Geographic Information Systems (GIS), and care of computer equipment and drafting tools and instruments. Essential Functions

•  Lead and direct the GIS program and related projects by identifying, prioritizing, and coordinating activities to ensure that departmental needs are met, and that a high level of service delivery is provided in a coordinated, efficient, and effective manner to the public and to city staff; identifies and implements related recommendations.
•  Plan and coordinate administration of departmental ArcGIS servers and ArcGIS Online, including data maintenance, publishing, user setup, user support, security, service registration, and upgrades.
•  Maintain GIS systems, including installing, configuring and troubleshooting technological platforms, and systems.
•  Performs statistical and quantitative spatial analysis and reporting including advanced map production based on validated source documents for City utilities, services and other infrastructure.
•  Train, assist and guide IT staff, city employees and other users in formulating short- and long-range plans regarding the City's GIS needs, system use and capabilities.
•  Writes and prepares status reports and presentations for GIS projects for management.
•  Researches, evaluates, recommends, tests and incorporates advances in technology and software to achieve the City's GIS goals.
•  Deliver specialized, excellent customer service to diverse audiences; provide support for technical issues and troubleshoot problems to resolution.
•  Ability to maintain confidentiality and exercise a high degree of discretion and judgment in dealing with sensitive or confidential information.
•  Regular attendance is an essential function of this job to ensure continuity.
•  May be required to adjust work schedule to be present early mornings, evenings, nights, holidays or weekends as needed and be on-call to respond to urgent matters.
•  Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions. PERIPHERAL DUTIES
•  Serves on various employee or other committees as assigned.
•  Performs related duties as required.
•  Performs special assignments as requested. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
•  Strong understanding of GIS concepts and technologies.
•  Strong understanding of advanced geodatabase management principals.
•  Knowledge at a proficient level in relational database management systems e.g. Microsoft SQL Server.
•  Experience working with CAD data in ArcGIS, knowledge of CAD and Bluebeam.
•  Skilled with GPS units or mobile data collection devices.
•  Knowledge and understanding of GIS integration with various software solutions, including public safety software.
•  Strong documentation skills with detail and accuracy.
•  Experience working in municipal governments or otherwise demonstrated commitment to public service.
•  Ability to work independently and effectively on self-directed priorities and in-group settings with technical and non-technical staff. Miscellaneous
