Purpose of Position
Under general supervision, performs technical assessment activities and technical field operations required to support the design, construction, inspection, maintenance, accounting and repair of the City of Clinton's Geographical Information System, Information Technology System, and city operations software systems. This is a mid-level technical position that reports to the Director of Public Works.
Essential Job Functions

• Collects, verifies, documents, enters and maintains a variety of information and data to include, but not limited to, GIS, GPS mapping coordinates, electrical, water, sewer, streets and other GIS inventory and tagging.
• Performs internal and external field and related support as needed.
• Performs research and compiles data for special projects or reports, as assigned, ensuring completion by specified deadlines and in accordance with outlined objectives and goals.
• Performs internal work order final inspections assists with work order completions.
• Receives and/or reviews a variety of records and reports such as digital plats, addresses, tax map data, paper maps, and other digital data.
• Prepares and/or processes a variety of documentation such as digital maps, paper maps, tables, reports, and graphics.
• Refers to geographic information system database, paper and scanned maps, other local and Federal databases, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.
• Employee works with and must maintain confidential information to ensure all local, state, and federal privacy laws are not breached.
• Develops procedures and documentation for use of all associated systems.
• Develops maps, drawings, sketches and other associated diagrams and paperwork for assigned projects.
• Operates a vehicle and a variety of office equipment and machinery such as computer, geographic position system, plotter, printers, etc.
• Uses a variety of computer and technical equipment such as standard office equipment to include, but not limited to, calculator, computer, Microsoft Office, email systems, cellular and hardline telephone systems, and specialized equipment associated with ESRI GIS Mapping software and hardware, and Information Technology software and hardware, such as servers, routers, cabling, fixtures, connectors, fiber, as well as MUNIS city operational software, etc.; a variety of supplies such as general office supplies, etc.
• Interacts and communicates with various groups and individuals such as immediate supervisor, other department heads and staff, City Council, contractors, other government entities, and the general public.
• Receives and responds to customer / public inquiries and requests for assistance regarding mapping, property location, addressing, etc.
• Attends training, seminars, workshops and meetings to maintain current knowledge of industry trends and technology.
• Must possess a valid South Carolina Driver's License.
• Prepare and submit various records and reports as required.
• This position is subject to emergency after hour call back during critical maintenance, system outage, or other emergency situations.
• Perform all work in accordance with established OSHA, city, and departmental policies, procedures, regulations, and standards of quality and safety to ensure such standards and policies are not violated.
• Each employee must also properly wear and maintain all personal protective equipment required for their job.
• Each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.
• Attends all required technical and safety related training and meetings; some travel may be involved.
• Reads and studies various articles, periodicals, professional magazines and other related materials to stay abreast of current trends, methods, and equipment related to the industry.
• Perform other related duties as required.
Knowledge, Skills, and Abilities
Knowledge Required:
Must possess a Bachelor's degree in engineering graphics, civil engineering technology, computer science, geoscience, or related field supplemented by six to nine months of work experience in engineering, drafting or computer programming, GIS, or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities.
• Publish layers in ArcGIS Enterprise (Portal and AGO Environment)
• Knowledge of the methods, procedures and policies of the GIS Department as they pertain to the performance of duties of the GIS Analyst.
• Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
• Knowledge of specific local, city, county, state and federal ordinances, regulations, and laws as they apply to the duties and responsibilities of the position.
• Has good working knowledge of the theories and applications of geographical and information technology systems.
• Has good knowledge of the principles of geocoding for single and multi-use developments.
• ls able to make required mathematical computations with accuracy.
• Has knowledge of modeling, programming and training related to the development and use of computer applications.
• Has good knowledge of computer-aided drafting and digitizing.
• Has knowledge of proper English usage, punctuation, spelling and grammar.
• Has knowledge of modern office practices and technology.
• Has thorough knowledge of the terminology and various professional languages used within the department.
