About the Opportunity

Reporting directly to a five-member Board, the General Manager is responsible for leading all aspects of the utility's operations, financial management, strategic planning, and community engagement. This is a visible and impactful role, ideal for a leader who values transparency, collaboration, and service to the community.

The utility is in excellent financial standing, with major infrastructure upgrades recently completed. The General Manager will focus on ensuring continued reliability and efficiency across all services, guiding the team through future capital projects, and fostering a positive, inclusive workplace culture.


Key Responsibilities

  • Lead day-to-day operations for electric, water, and wastewater services.
  • Develop and manage the utility's budget, including capital improvement plans.
  • Oversee contracts and vendor relationships, with an eye on cost-effectiveness and service quality.
  • Serve as the public face of the utility, maintaining strong relationships with the Board, city leadership, employees, and residents.
  • Support department heads with coaching and mentorship, promoting accountability and professional growth.

Qualifications

  • Proven leadership experience in a utility or public works setting.
  • Strong communication, budgeting, and contract negotiation skills.
  • An approachable, non-micromanaging leadership style.
  • Ability to work collaboratively with a Board and represent the utility in public forums.
  • A bachelor's degree in engineering, public administration, business, or a related field is preferred.
