The purpose of this part time position is to provide comprehensive Functional Analyst support for all tasks under the DITCO contract. The analyst will contribute to administrative, technical, and functional activities involving the integration, tracking, and support of telecommunications services and contract management-leveraging systems such as IDEAS software to ensure efficient data processing and procurement support. This position is part-time, 20 hours per week, Monday through Friday, with work scheduled between the hours of 8:00 AM and 5:00 PM.

Duties and Responsibilities

Provide technical and functional support across all areas of the DITCO contract. Responsibilities include quality assurance, reporting, integration activities, documentation management, and use of advanced systems such as IDEAS. Key responsibilities include:
  • Provide centralized administrative, clerical, documentation, and support functions for contract and telecommunication services.
  • Enter and maintain Communication Service Authorization (CSA) data in DITCO's TISPROD Mainframe Application.
  • Utilize COPS Mainframe tools including XPTR, Financial Accounting Management Information System (FAMIS), and TSEAS Inventory and Billing Information (TIBI).
  • Process Telecommunication Service Requests (TSRs) and Telecommunication Service Orders (TSOs) through DABBS.
  • Provide telecom support coordination with service providers and internal stakeholders.
  • Manage contract files using the Electronic Document Management System (EDMS); locate and verify Statement of Completion Notices (SOCNs).
  • Input and regularly update the CSS/TSI Database on a weekly basis.
  • Validate and reconcile DISA Direct Order Entry (DDOE) TSRs and TSOs for accuracy and billing resolution.
  • Investigate and resolve billing discrepancies with telecom vendors.
  • Support contract administration activities including procurement actions and closeouts.
  • Coordinate ordering of network services post-Contracting Officer (KO) approval.
  • Prepare, amend, and transmit telecom service orders using IDEAS (Integrated Defense Enterprise Acquisition System) software or legacy macros to ensure accurate and timely processing of all procurement actions.
  • Make necessary adjustments to COPS records.
  • Update and maintain Federal Procurement Data System - Next Generation (FPDS-NG) entries (CARs).
  • Track and maintain all telecom service requirements in COPS, EDMS, and CSS databases.
  • Generate and submit Monthly Status Reports (MSR) for personnel assigned to the contract.
Qualifications

Minimum Education & Experience
  • 4+ years of relevant Functional Analyst experience, preferably in a federal or defense contracting environment.
  • Experience working with telecom procurement processes, contract documentation, and government systems.
Minimum Skills, Knowledge, & Abilities
  • Proficient in IDEAS software for procurement and order processing in defense-related contracts.
  • Strong analytical skills for identifying trends, solving complex data problems, and developing actionable financial reports or dashboards.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Adobe Acrobat.
  • Excellent verbal and written communication skills; professional demeanor in-person and over the phone.
  • Demonstrated ability to manage multiple priorities independently and deliver results within deadlines.
  • Detail-oriented with strong organizational and follow-up skills.
  • Valid/current driver's license
