Overview
Provide functional knowledge in PeopleSoft on the Navy Personnel and Pay (NP2) project. NP2 is personnel and pay system based on a PeopleSoft 9.2 solution utilizing the HCM, FSCM, and Global Payroll modules, potentially with focus on Human Resources, Profiles, Time and Labor, General Ledger, Accounts Receivable. Work with end users to understand requirements and document functional design solutions that are in line with business needs while staying consistent with the application architecture, such as the following: test customizations and configurations to ensure requirements have been met, assist in training users in the proper way to use the system, provide documentation for the design and training teams, update the work tracking tool for accuracy and detail to be used by others, and demonstrate software to end users and other team members. Interacting with business users directly to collect requirements, create requirements documents, map requirements to software features, and functional specification documents for system improvements - Working closely with technical teams to translate functional specifications into technical solutions
- Working closely with the testing team to perform knowledge transfer of software features and the software flow to complete testing scripts
- Research defects, determine root cause analysis, and is responsible for updating functional and test documentation accurately and timely
- Responsible for updating and managing tasks in the work tracking tool accurately and timely
- Analyze user needs to determine functional, cross-functional, technical, and security requirements
- Contribute to the development, review, and maintenance of contract deliverables and project documentation
- Work with customers, users, and project leads in analyzing, designing, implementing and supporting HR, Payroll and Payroll Accounting business applications and systems
- Serve as primary author of various technical and functional documents and project deliverables (e.g., Functional Designs, Business Process Maps, Test Plans and Scripts, User Training Guides, Functional Requirements, system configuration documents, etc.)
- Develop agendas, status reports, document and distribute meeting minutes, track action items and risks, and facilitate meetings
- Write test plans, create test scripts, execute tests and document test results
- Coordinate user acceptance testing and other user testing efforts by business users
- Interact with business customers (internal and external) to understand and document their business processes and requirements
- Work with development team to design and implement system modifications
- Effectively contribute to technical discussions
- Participate in design planning, reviews, and retrospectives and provide constructive feedback to the team

Education and Experience: - Bachelor's degree from an accredited institution, or equivalent relevant business experience
- 0-2 years of experience working in a software development or IT environment
- Experience in or work for the U.S. military or Department of Defense is also highly desirable.
- Jira and Confluence experience a plus
Clearance: A background investigation at the T3 level is required, as this is not currently a classified position. Must be a U.S. citizen.
