Locations: Remote (Sacramento, CA)

Job Description:

Requires hands on experience leading requirements gathering, leading functional / application design sessions and document design: Develop form/ screen design, interface specifications, design application logic to process business rules and workflows. Ability to understand existing application design to support enhancements for a mature .NET based Benefits management solution. Hands on approach and attention to detail required. Requires knowledge and hands on experience with full Software Development Lifecycle management. Ability to hit the ground running with a team that is very knowledgeable on existing system and functionality. Collaborate with Dev. and testing teams to develop and document design. Previous experience with Labor and Workforce/ Eligibility programs/ Custom solutions preferred.

• Through self-directed activities act as the primary liaison between client and technical groups, using superior communication skills to elicit, document, analyze and validate requirements.

• Investigates, diagnoses, resolves, and documents application problems and issues, including routing unresolved problems to appropriate business and technical specialists.

• Works with business and IT staff to manage, identify, define, trace and document requirements using tools such as JAD Goint application design) sessions, use cases and mock-ups.

• Evaluates change requests and performs legislative analysis.

• Identify and facilitate resolution of gaps between customer requirements and engineering designs. Strong analytical, completed staff-work and project management skills and ability to learn technical information.

• Demonstrates strong interpersonal, oral and written communication skills, including telephone and presentation skills.

• Advanced computer skills including use of Microsoft Windows and Microsoft Office applications, including Word, Excel, PowerPoint and Outlook.

• Strong information technology knowledge, especially regarding .NET applications, code, SDLC, and business process improvement.

• Ability to work a flexible schedule when needed which may include weekends.
