This position partners with the Minnesota Department of Labor and Industry (DLI). MNIT DLI staff help ensure Minnesota's work and living environments are equitable, healthy, and safe. This division partners with DLI to oversees the state's programs for apprenticeship, construction codes and licensing, dual-training pipeline, occupational safety and health, wage and hour standards, workers' compensation and youth skills training programs.

Job Summary

This position exists to contribute to the development of custom software applications within the Department of Labor and Industry (DLI) and to support off-the-shelf software solutions.

Job duties include:
•   Provide application development coding solutions for locally, internally created software tools.
•   Assist in administration of low code development and content management tools such as OnBase, Microsoft Power Apps, SharePoint and Drupal.
•   Administration of SQL Server instance. This position requires an employee to be onsite in St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.
•   Telework for Minnesota IT Services is available on a limited basis.
•   Only candidates residing in Minnesota and its bordering counties are eligible for telework. Qualifications

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume. Resume tips here. :

Position requires a minimum of three (3) years of IT related experience with back and front-end development.

Experience must include:
•   Back-end development using C and .NET framework.
•   Front-end web development using Angular 8 and up.
•   Experience with systems analysis, design, and programming.
•   Experience with data processing concepts and techniques in a serverless environment.
•   Experience with OnBase, Drupal, PowerApps or other low code solutions / content management systems
•   Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
•   Customer service skills that include active listening, empathy, and problem-solving. A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.

Preferred Qualifications
•   Experience creating software solutions with .NET6. or higher and Angular 8 or latter.
•   Pluralsight (or equivalent) Skills Assessment level equal to "proficient" or higher in, Angular, C / NET, Entity Framework, Azure, Node.js, and GIT.
•   Experience with Azure DevOps, Confluence, Jira, Git, GitHub, or GitLab.
•   Experience writing SQL and manipulating data.
•   Experience administrating and / or creating solutions in OnBase.
•   Experience with Drupal, SharePoint and other content management solutions. Additional Requirements
