Parker Tide is a small business in DC. We serve as a value-added partner to the government. We are seeking FOIA/PA Analysts to work with one of our DC clients. Title: FOIA Privacy Act Analysts
Location: Washington, DC - Onsite.
Period of Performance: One year and four option years.
Investigation: Public Trust. Qualifications (FOIA Analyst)
• Five years of experience interpreting and applying FOIA, the Privacy Act 1974, and related laws, regulations, policies, and procedures to render determinations to grant access to records.
• Experience with Microsoft Office software and Adobe Acrobat Pro.
• Bachelor's Degree
• Two years of experience processing FOIA requests using automation such as eDiscovery tools. Qualifications (Privacy Act Analyst)
• Five years of experience interpreting, implementing, and applying the privacy provisions of the E-Government Act and FISMA, including OMB's implementing guidance.
• Bachelor's degree in one of the following fields or related studies:
• Experience with Microsoft Office software and Adobe Acrobat Pro.
• Bachelor's Degree. Description (FOIA and Privacy Act Analysts)
• Compliance with FOIA and Privacy Act regulations.
• Review and publication of System of Records Notices.
• Prepare Privacy Act Statements (5 U.S.C. 552a(e)(3 for forms and information collection.
• Intake of incoming FOIA and Privacy Act requests into a case management system.
• Analyze incoming FOIA and Privacy Act requests, making recommendations on processing steps.
• Communicate with requesters, submitters, and government staff on FOIA and Privacy Act requests.
• Coordinate searches with agency offices for records responsive to FOIA and Privacy Act requests.
• Review records found responsive to FOIA and Privacy Act requests.
• Consult with agencies for the review of records found responsive to FOIA and PA requests.
• Apply FOIA and Privacy Act exemptions.
• Run reports from FOIA case management systems and interpret the results.
• Knowledge of e-Discovery programs (e.g., Relativity, Microsoft Purview, etc.)
• Knowledge of FOIA Annual and Quarterly reporting requirements.
• Provide FOIA litigation support.
• Assist with FOIA backlog reduction efforts.
• Prepare and review system authorization packages.
• Select, implement, and assess privacy controls.
• Draft and review privacy impact assessments.
• Audit programs and information systems that process PII.
• Draft and review privacy notices, policies, and procedures.
• Assist with the response to a breach in accordance with Federal privacy laws and policies.
• Review incident reports and evaluate the risk to potentially impacted individuals.
• Support breach response table-top exercises.
• Draft and review privacy reports, such as the privacy-related reports required under FISMA.
• Review and propose revisions to previously published Privacy Act System of Records Notices to ensure ongoing compliance with requirements in law and Executive Branch policy.
• Review and draft Privacy Act Statements for form and information collections when information will be maintained in a system of records.
• Prepare and review authorization packages for information systems that process PII.
• Select, implement, and assess privacy controls for information systems that process PII and be familiar with NIST SP 800-37 and NIST SP 800-53.
