Duties and Responsibilities:
• Serves as the Fiscal Manager for Hawaii Community College. Provides functional control and technical review related to fiscal, procurement, and property management. Provides fiscal support and solutions for a range of fiscal activities and situations.
• Serves as the College's subject matter expert. Applies broad knowledge of theories, concepts and fiscal management principles to fiscal matters. Provides functional control and technical review related to fiscal, procurement, and property management.
• Responsible for overseeing and managing the administrative operations of the Business Office. Responsible for assigning, providing training, and evaluating performance of subordinates to ensure effective and efficient service.
• Develops, implements, and maintains Business Office performance measures, including the development and implementation of unit objectives, efficiency strategies and assessment tools.
• Responsible for the College's procurement operations. Ensures procurement is consistent with UH, State and Federal policies and procedures, terms and conditions of external funding agencies, and generally accepted accounting principles. Works with UH System offices, governmental agencies, and/or outside contractors for procurement actions.
• Manages, monitors, and ensures timely processing of payroll and other financial disbursements.
• Serves as the College representative for all bond-related activities.
• Prepares and reviews financial documents and oversees the disbursement of various types of College funds such as State appropriated funds, extramural grant funds, revolving funds, financial aid awards, and other administrative funds.
• Reviews personnel action documents to ensure available funding and compliance with appropriate Federal, State and University policies funding procedures.
• Responsible for asset management of the College's equipment and capital improvement property. Manages the acquisition, transfer, and disposal. Ensures accountability and compliance with Federal, State and University guidelines.
• Supervises the College's accounts receivables.
• Coordinates and processes the College's initial and renewal contracts for repairs, maintenance, and services. Assists College personnel with developing and initiating contracts for services-related activities.
• Oversees the review and processing of extramural fund transactions to ensure compliance with applicable policies and procedures. Coordinates with College personnel to generate required documents.
• Utilizes statistical, economic, and quantitative analysis techniques to depict the relative costs and benefits of alternative plans and courses of action.
• Develops/improves necessary internal policies, procedures, systems and controls to increase effectiveness and efficiency of fiscal operations, including reconciliation of accounts, cash management, fiscal procedures, revenue generating operations.
• Responsible for developing and conducting College-wide training on fiscal requirements and processes. Supports College personnel with understanding and evaluating fiscal transactions in conjunction with overall operating budgets.
• Ensures that all expenditures are completed according to the College's budget plans. Monitors and prepares reports on all funds, including cash, commitments, projections and expenditures.
• Participates and assists in the development, analysis and formulation of long and short-term budgets including but not limited to the personnel, operation and capital cost estimations.
• Responsible for responding to audit inquiries and requests pertaining to fiscal matters. Assists College personnel to resolve audit recommendations and/or findings.
• Participates in department, college and community services, including but not limited to outreach activities as appropriate.
• Duties may include working outside of normally scheduled hours, including nights and weekends.
• Other duties as assigned. Minimum Qualifications:
• Possession of a baccalaureate degree in Business Administration or related field and 5 year(s) of progressively responsible professional experience with responsibilities for financial or cost accounting; or any equivalent combination and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
• Considerable working knowledge of principles, practices and techniques in the asset, liability, revenue and expenditure accounting as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
• Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with accounting principles and techniques.
• Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
• Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
• Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
• Demonstrated ability to operate a personal computer and apply word processing software.
• For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
• Knowledge of the theories, principles, and practices of organization and management.
• Knowledge of the administrative service policies and procedures typical of an institute of higher education.
• Ability to analyze financial statements, discern trends, and apply analytical techniques to asset and liability accounts.
• Ability to draw information from manual and machine prepared reports and prepare income statements and statements of condition.
• Knowledge of guidelines for various agencies (i.e., RCUH, other government, etc.) as well as those outlined by the Office of Research Services. Desirable Qualification:
• Master's degree in Business Administration, Accounting, or related field.
• Demonstrated ability to work effectively with multiple financial structures, i.e., University of Hawaii, Research Corporation of the University of Hawaii, and University of Hawaii Foundation.
• Fiscal experience in an institution of higher education.
• Ability to work responsibly with a variety of funding sources (e.g. County, State, non-profit, federal).
• Experience with UH and RCUH fiscal, Human Resources, and other administrative policies and procedures
• Demonstrated ability to effectively interact with other entities within UH and RCUH.
