General Description JOIN OUR TEAM AS AN FCIC AGENCY COMPLIANCE COORDINATOR. The role of the FCIC Agency Compliance Coordinator (FAC) is a civilian position responsible for ensuring compliance with the Florida Crime Information Center (FCIC), National Crime Information Center (NCIC), National Law Enforcement Telecommunications Systems (NLETS), DAVID (Driver And Vehicle Information Database) policies, procedures, and agreements. Ensures all persons having unescorted physical and/or logical access to Pasco County Corrections facilities and/or systems are certified and fingerprinted in accordance with FDLE User Agreement and the CJIS Security Policy standards. The FAC facilitates communication between FDLE and the Corrections department regarding Florida Crime Information Center related matters.
Essential Job FunctionsAdministers certification and recertification training of FCIC/NCIC and DAVID and ensures the security of all terminals. Develops and maintains training procedures and manuals for operation of FCIC/NCIC systems and establishes written procedures that relate to the responsibilities, legalities, and operational guidelines of the FCIC/NCIC systems. Communicates within the department and with outside agencies. Completes quarterly validations of non-Corrections employees with unescorted access to correctional facilities and/or systems. Works in conjunction with the Local Agency Security Officer to ensure the agency's technology is compliant with the Federal Bureau of Investigations CJIS Security Policy and all applicable security requirements of the criminal justice information network and systems. FCIC is the central repository of criminal history records for the State of Florida, providing criminal identification screening to criminal justice agencies, non-criminal justice agencies, and private citizens to identify persons with criminal warrants, arrests and convictions that impact employment, licensing, eligibility to purchase a firearm, and other criminal justice functions. The FAC is responsible for preparing for audits, completing audit reports, findings, and evaluation for all activities. Monitors and facilitates problem resolutions, proposes remedial actions if necessary, and verifies implementation processes. Performs other related duties as required.
Knowledge, Skills and Abilities- Knowledge of electronic information systems to access data; principles of identification, report writing and techniques; principles and procedures of record keeping and reporting; research techniques, statistical analysis and data collection.
- Knowledge of basic computer and modern office automation technology and computer software programs relevant to department operations.
- Knowledge of relevant federal, state and local laws, codes, and ordinances related to the legal requirements of criminal justice information.
- Ability to demonstrate sensitivity of diverse cultures and individuals; work within stringent deadlines; organize, prioritize and perform multiple tasks to complete work; work independently; read, comprehend and interpret complex written materials.
- Ability to perform detailed work with accuracy.
- Ability to exercise good judgement in safeguarding confidential and sensitive information; operate computers and related software.
- Ability to establish and maintain effective working relationships with employees and the public.
- Knowledge of CCIS/JMS/FCIC/FMJS/NLETS/PII
- Knowledge of County and department procedures and policies.
- Knowledge of CJIS Security policy.
- Knowledge of Prison Rape Elimination Act.
Minimum Requirements PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Requires sitting, standing, walking, lifting and occasionally bending, squatting, reaching, kneeling and twisting. Ability to work shift work. Must be able to perform the physical standards required for the job. This position works out of the Land O' Lakes Correctional facility.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Criminal Justice, Human Resources Management, Public Administration or related field and five (5) years of experience working with FBI CJIS Security Policy and/or FDLE policy compliance required. FBI, DHSMV and/or FDLE audit experience preferred. Proficient with the Microsoft Office Suite products to include Outlook, Word, Excel and PowerPoint. Experience in the public sector preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Must obtain Full Access FCIC/NCIC certification and DAVID Access.
SPECIAL REQUIREMENTS: Ability to secure Unescorted CJIS clearance as authorized by FDLE is required.
