The Opportunity: The Family and Community Navigation Unit works within DCYF and with national, state, and local partners to implement the Help Me Grow model and further solutions that weave together state and community systems, providers, and resources to offer a full spectrum of family support through coordination. This role supports three of DCYF's key aims: achieving an 80% kindergarten readiness rate, reducing child abuse and neglect intakes, and safely reducing children in out-of-home care. This position reports to the Infant & Early Childhood Prevention Administrator and has primary responsibility for the implementation of coordinated systems for referral and linkage for Washington State families with young children. This position serves as the governmental liaison to the Help Me Grow initiative and engages with early childhood, healthcare, and family support sectors to ensure family's needs are met through integrated resources and referral pathways. This position oversees a multi-partner governance structure with a focus on human-centered approaches with technology-supported systems. This position has primary responsibility for communication with key partners, legislators, external advocates, and organizations on topics related to family and community navigation, health promotion, coordinated access, and specialized referral pathways.
Some of what you will do: - Primary functions include: Leadership, Strategic Planning, Communication and Resource Development, Program and Grants Management, Budget Management, Community Development and Family Engagement, Systems Development, and Supervision.
- Develop and manage family-centered navigation systems.
- Oversee annual budget and ensure federal grant requirements and state proviso funding are carried out and in full compliance with programmatic, fiscal, and reporting requirements.
- Serve as the Help Me Grow governmental lead for Help Me Grow Washington.
- Co-lead implementation of the WA State Help Me Grow Strategic Plan with non-profit leaders.
- Engage in DCYF-related working groups, initiatives, and committees related to family and community navigation.
- Engage in cross-sector strategic initiatives to advance agency goals.
- Manage designated Help Me Grow work in alignment with the Child Care and Development Fund requirements.
- Plan an annual budget and identify requirements specific to funding streams that maximize state and local support for family navigation.
- Provide partnership in the expansion of community pathways for the state's Plan of Safe Care and SUD in Pregnancy initiatives.
- Represent WA Leadership in National dialogues related to service navigation, child welfare and early childhood integration, and specialized referral pathways.
- Supervise one Program Specialist 4 and three SHPC4s.
REQUIRED QUALIFICATIONS: - Seven (7) years of professional and leadership experience with extensive project management and facilitation skills.
OR - A Bachelor's Degree in public administration, education, public health, community health, early childhood, or a related field AND
Five (5) years of professional and leadership experience with extensive project management and facilitation skills.
This position requires the following knowledge, skills, and abilities to:
- Implement an approach to project management designed to fulfill grant requirements within designated timelines.
- Provide strengths-based supervision and performance management with employees.
- Understand and facilitate strategic planning processes across a broad array of topics and stakeholders.
- Understand Washington state contracting and procurement guidelines and effectively manage a wide range of contracts.
- Understand and manage federal budgets and reporting requirements.
- Work collaboratively with individuals, teams and divisions of DCYF to build an integrated system of services for children and families.
- Work collaboratively in a political environment with a broad spectrum of stakeholders and partners; including local and state elected officials, other state agencies, tribal communities, families, community-based organizations, and advocacy groups.
- Understand the government-to-government relationship between the state and federally recognized Tribes of Washington State, as affirmed by the Centennial Accord.
- Engage an array of internal and external audiences through skilled public speaking.
- A strong commitment to participating in DCYF's efforts to advance a culture of equity, diversity and inclusion in all its practices.
Preferred/Desired Qualifications: A Master's Degree in public administration, education, public health, community health, early childhood, or a related field AND Five or more years of professional and leadership experience with extensive project management skills specific to early childhood systems, programs, and policies is preferred.
It is preferred that this position have the following knowledge, competencies, and/or experience:
- Principles of effective collaboration and partnership at a systems level.
- Experience in building strategic, effective, and inclusive partnerships with diverse network partners, providers, and stakeholders
- Experience in strategic planning, communication and resource development.
- Experience in program and grant management.
- Ability to consistently integrate racial equity into routine decision-making processes while possessing the skills needed to analyze and address the disproportionate impacts of programs and policies on communities due to structural racism, classism, and other forms of systemic oppression.
- Ability to research and analyze data while translating complex policy issues into easily understandable and concise communications.
- Knowledge of maternal/child health and early learning and social service systems.
