Eagle Harbor, a subsidiary of Three Saints Bay, LLC and a federal contracting leader is looking for a Facility Director to supervise all facility management work performed under the DOE National Training Center contract. The FD is the senior contractor management representative responsible for ensuring all facilities are properly managed and maintained. The FD must be able to organize and prioritize multiple tasks, effectively manage through stressful situations, consistently makes effective high quality decisions, understands complex client and customer relationships, and develops open, effective communication. This position will be located in Albuquerque, New Mexico. Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) Administers, plans, budgets and cost tracking, and program execution as appropriate of the following programs: Real Property Assets, Facility Safety, Facility Condition Assessment Survey (CAS), Facility Information Management System (FIMS), Energy Management System (EMS) 4, NTC Computerized Maintenance Management System (CMMS) Big Foot, NTC Contractor Continuity of Operations (COOP) Officer. Develop/revise/maintain NTC Ten-Year Site Plan. Acts as Facility Safety Officer including management of the ES&H Specialists Coordinates the conduct of the NTC Emergency Management. Program to develop/maintain the NTC Emergency Action Plan and related procedures, provide emergency response training, and conduct emergency drills. Has overall responsibility for site maintenance, operations, and projects. Is responsible for associated contract services, materials, equipment and supply purchases, and administration of facility related services (i.e. janitorial and grounds). Must be able to translate internal customer's needs, provides documented results and solutions, creates a commonality of organizational processes and develops recommendations for improvements in all phases of facilities maintenance, customer services, and building services Shall be responsible to assess and develop recommendations for the improvements in all phases of facilities maintenance and building services, to include routine assessments of preventative and corrective maintenance programs, logistics, fleet, etc Shall be responsible for performance, documentation, and implementation of building energy and general facility assessments Will assist in the development and implementation of the best organizational practices and procedures, and development and implementation of key organizations matrices, with a primary focus on the delivery of solutions for the operational aspect of facilities management of Key Performance indicators. Provides overall safety oversight for all persons to include staff and students during daily operations and training events Supervisory Responsibilities: ES&H Specialist Facility Planner S upervisor, Logistics Support Minimum Qualifications: ( To perform this job successfully, an individual must be able to perform each essential duty satisfactorily .) Bachelor's degree in facilities, construction, engineering, project management, facility safety, or consulting in a related field with a minimum of 10 years professional work experience. And/or an equivalent combination of education and work experience in excess of 14 years. A minimum of 3 years supervisory experience. Ability to read and understand architectural, civil and MEP/structural plans and Specifications. Detail-oriented with superior time management skills and ability to multi-task. At least a current "L" access authorization or equivalent clearance (Secret) granted by another Federal agency that is current. Knowledge, Skills and Abilities: Ability to work with minimal supervision and adapt to the individual business needs of facilities management clients. Excellent reporting and analysis skills; excellent written and verbal presentation skills. Superior customer service approach to problem resolution. Provide overall direction to the facilities staff and ensure all buildings are maintained Oversee construction and maintenance projects and work with outside vendors/contractors Recruit, retain and motivate staff to ensure optimum utilization of the department Manage Ten Year Site Plan Prepare reports for upper management and customer. Prepare plans, review costs/expenses. Assessment of building systems for operational effectiveness. Development of maintenance best practices for delivery of services to the customer. Develop cost containment initiatives and benchmarking studies. Utility system assessment, cost analysis and implementation of monitoring and cost/consumption containment programs. Reduce energy consumption and implement energy efficiency measures. Quantify, document and report on results. Assess and recommend solutions to automated building control systems and preventative maintenance programs. Assess building appearance and make recommendations for improvement. Evaluate and as necessary modify or establish service work order system to ensure optimum utilization and customer service. Review maintenance matrices regularly to assure workflow accuracy. Conduct on-going assessment of purchases to ensure maximized cost effectiveness and process efficiency in concert with central sourcing programs. Participate and as appropriate lead re-engineering initiatives that increase efficiency and/or quality initiatives that result in decrease of costs and improvement in management. Oversee small projects as identified in support of internal customer needs. Physical Demands:
