Venturi, LLC A Chenega Company has a challenging career opportunity for a Facilities, Real Property Planning, and Programming Engineer Advanced who will provide technical support for the real property planning, programming, budgeting, and execution cycle for military construction (MILCON), facilities sustainment, restoration, and modernization (FSRM), RDTE, and O&M funded programs that meet Missile Defense Agency and DoD mission requirements worldwide. This position supports Guam Defense System (GDS) construction award and execution and Golden Dome for America (GD4A) facility planning, design, and construction execution. Responsibilities Provide required technical expertise in support of GD4A facility real property requirements Review and assist in developing Facility Requirements Documents (FRDs) in support of real property acquisition, lease, and/or MILCON for operational and test range mission requirements Translate systems and facilities technical requirements into programming documents (such as the DD Form 1391, Military Construction Project Data) to support congressional authorizations, funding appropriations, and proper acquisition strategy and execution Assist the Government Project Manager to plan, program, design, execute, and document Military Construction (MILCON), facilities sustainment, restoration, and modernization (SRM) projects, and deployed site activation. Interact with and coordinate facilities design, construction, and other engineering tasks with the government customer, host installations, A&E firms, and executing agencies. Develop and/or supervise the creation of facilities acquisition engineering products that meet customer quality requirements. This includes defining the problem, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction, and reporting the work status. Typical products may include detailed calculations, drawings, procurement documents, design and installation packages, proposal evaluations, technical reports, vendor requirements, and detailed analyses. Participate in project planning and design scoping sessions, charrettes, and reviews. Provide support in project execution status reviews via status meetings and schedule reviews. Provide support for other engineering activities as required. Provide input and technical guidance to CAD designers/drafters, designers, and lower-level team members working on the same project. Provide construction surveillance. Prepare project briefings in Microsoft PowerPoint and information papers in Microsoft Word. Draft, review, and contribute to technical reports and documentation. Perform other duties as assigned Qualifications Required: MA/MS degree in Engineering from an ABET-accredited university with 13+ years of relevant experience. A Professional Engineer (PE) license from any U.S. state may be substituted for the MA/MS degree in Engineering requirement or three years of relevant engineering experience. Conversion: MS Engineering and 13 years of relevant experience OR BS engineering + PE years of relevant experience OR MS engineering + PE + 10 years of relevant experience CONUS and OCONUS travel up to 25% of the time. Interim Secret clearance is required prior to start. DoD Secret clearance preferred. Desired: Experience in facilities requirements development, design, construction, closeout, and configuration management. Experience in DoD site activation for deployed and test activities, U.S. and international sites. Knowledge of DoD facilities acquisition requiring development of DoD Form 1391 for military construction, and DoD Form 1354 for facility transfer. Working knowledge of USACE, NAVFAC, Air Force Engineering, or military installation DPW construction project execution, construction documents, shop drawings, RFIs, and submittal reviews. Experience with integrated project planning, management, and scheduling. Experience with computer-aided drafting and design software, and collaborative design review software. Familiar with Unified Facilities Criteria (i.e., UFC 3-301-01, UFC 3-301-02), and Unified Facilities Guide Specifications (UFGS). Knowledge, Skills, and Abilities: Extensive knowledge, skills, and abilities as an engineer. Possess in-depth technical and engineering theoretical knowledge for an applicable engineering discipline. Capable of leading and executing engineering support efforts for planning, design, construction, and maintenance/sustainment of the physical and natural built environments, and the administrative and mission facilities and infrastructure of the DoD customer. Capable of leading the development and utilization of analytic tools, techniques, and processes for both technical and administrative support activities. Capable of leading and executing analytical tasks, utilizing analytical techniques and processes for complex developmental and operational programs. Comprehensive expertise in execution of facility engineering; environmental policies, studies, and analysis; and management of related project activities and schedules. Capable of working independently or leading teams to solve technical problems. Capable of providing daily supervision and direction to support teams. Proficiency in Microsoft Office suite of software. Ability to operate independently and lead various working groups in support of facility and real property projects Knowledge of Research, Development, Test, and Evaluation funding; Operations and Maintenance; and Unspecified Minor and Major Military Construction funding and threshold application Understanding/experience supporting major command sustainment to include maintenance and repair activities necessary to keep an inventory of facilities in good working order. Evaluation of requirements for major repairs or replacement of facility components expected to occur periodically throughout the life cycle of facilities Experience supporting restoration projects to include repair or replacement work to restore facilities damaged by inadequate sustainment, excessive age, natural disaster, fire, accident, or other causes Experience supporting modernization projects to include the alteration or replacement of facilities solely to implement new or higher standards, to accommodate new functions, or to replace building components Experience supporting recapitalization/ major renovation or reconstruction activities (including facility replacements) needed to keep existing facilities modern and relevant in an environment of changing standards and missions Ability to lead/coordinate with stakeholders during weekly working group managing the agency's Facilities Program How you'll grow At Chenega MIOS, our professional development plan focuses on helping our team members at every level of their careers to identify and use their strengths to do their best work every day.
