Summary of Duties
The City of North Kansas City, MO is seeking an experienced, highly organized, and detail-oriented Executive Legal Assistant to provide administrative support to the City Counselor. This position will assist with a wide range of legal and administrative tasks, including document management, research, and coordinating meetings, ensuring smooth operations for the City Counselor. The ideal candidate will have a strong understanding of legal processes in a public-sector setting and a commitment to public service.
THIS IS A PART-TIME 20-25 HOURS(VARIES) A WEEK POSITION WITH NO BENEFITS.
Key Responsibilities
- Administrative Support: Provide executive-level administrative assistance to the City Counselor and prepare correspondence for legal matters.
- Document Management: Under the direction of the City Counselor, draft, proofread, and file legal documents, including ordinances, resolutions, contracts, and public records. Ensure that documents are filed in accordance with local government practices, regulations, and standards.
- Research & Reporting: Conduct legal and factual research relevant to local government law, including municipal ordinances, public records requests, land use issues, and compliance matters. Prepare summaries, reports, and memoranda for the City Counselor.
- Confidentiality & Compliance: Ensure all legal and sensitive information is handled with the utmost confidentiality. Comply with federal, state, and local regulations, including the Missouri Sunshine Law, Freedom of Information Act (FOIA), and other public records laws.
- Communication & Coordination: Act as a liaison between the City Counselor and city officials, departments, external stakeholders, and the public. Manage communication related to legal matters, including responding to inquiries, drafting correspondence, and facilitating coordination of legal services across various government departments.
- File Management: Maintain an organized system for legal files, contracts, and other official documents. Ensure that all records are stored and accessed in accordance with public records requirements.
- Calendar and Deadline Management: Track important deadlines related to ordinances, legal proceedings, contracts, and public hearings. Ensure timely submission of documents to relevant parties, including government agencies and stakeholders.
- Project Coordination: Assist in managing legal projects such as municipal ordinances, contracts, litigation, policy analysis, and regulatory matters.
- Public Records Requests: Assist in managing requests for public records, ensuring compliance with the law, and assisting in the retrieval and dissemination of public documents as needed. Will work directly with the City Clerk on such requests.
- Billings & Invoicing: Track legal expenditures, including payments to outside counsel and vendors, ensuring that all invoices comply with budgetary guidelines and procurement policies.

Minimum Qualifications
- Associate degree or bachelor's degree in public administration, Legal Studies, or related field preferred.
- Minimum of 3 years of experience as a legal assistant or in a legal support role, preferably within a public-sector or government setting.
- Paralegal certification or other relevant certifications preferred.
- Experience in municipal law, public records, zoning, land use, or government procurement is a plus.
Knowledge, Skills, Abilities and Competencies
- Knowledge of municipal law, government regulations, and public records law.
- Familiarity with local government processes, including public meetings and hearings.
- Experience with legal software and document management systems (e.g., LexisNexis, Westlaw, or similar tools).
- Excellent organizational skills and the ability to manage multiple tasks while adhering to deadlines.
- Strong written and verbal communication skills, with the ability to work effectively with government officials and the public.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Ability to maintain confidentiality and exercise discretion when handling sensitive public information.

- May be required to lift/move up to 25 pounds (such as a box of paper).
Compensation details: 30-35 Hourly Wage
