Departmental Overview

With a full-time faculty of about 130, the Division of Mathematical & Physical Sciences seeks to expand our physical and mathematical understanding of the universe, from its microscopic substructure to its largest structures, from our own Earth to the edge of the universe and the beginning of time. The language used is mathematical. Discovery and understanding advance by the interplay between theory and experiment or observation.

The Executive Director for Berkeley Quantum provides senior management and leadership of campus-wide activities in the emerging field of Quantum Information Science (QIS). Responsible for coordinating novel educational programs in QIS across various schools and departments. Partners with academic units to design and develop and review their curriculum on QIS, and play a direct role in updating, revising, and influencing the curriculum. Includes oversight and management of a dedicated interaction space for quantum-related meetings and collaborative activities, coordination of novel educational programs in quantum information across various schools and departments, and leadership of outreach activities to industry and the state and federal governments. Serves as the lead administrative officer for the Challenge Institute for Quantum Computation (CIQC), a multi-university, multi-disciplinary quantum information center funded by the National Science Foundation. Independently oversees the day-to-day operations of the Center, including administrative, financial, and technical support activities. Leads administrative staff and actively coordinates with principal investigators, other faculty, and their staff across the entire center, including through regular travel to participating institutions. Works with the Mathematical & Physical Sciences Dean and quantum faculty on strategic goals and plans, policies and procedures, sponsor development, and long- term sustainability of QIS at Berkeley. Tracks overall progress, coordinates research interactions and communications, actively ascertains current state of work and accomplishments and identifies synergies across the quantum field. Interacts with academic departments to coordinate education and workforce development activities at multiple levels. Identifies effective approaches of building affiliation and participation, creating vibrant scientific exchange, and fostering collaboration and innovation within the university and with external partners; implements these approaches successfully; and assesses the effectiveness of these approaches so as to inform future activities. Establishes a strong partnership program with industry, National Laboratories, other government entities, and other quantum science and technology centers. Coordinates all campus-wide activities in QIS, including facilitating quantum leadership meetings by setting agenda items, facilitating discussion and debate, and ensuring that issues and action items are documented and resolved in a timely manner. Supports CIQC in its interactions with and reporting to the National Science Foundation. Identifies development opportunities and leads efforts to obtain funding or other support for Berkeley QIS programs via research proposals, grants, gifts, and in-kind support. Leads outreach efforts to promote the activities of Berkeley Quantum, including online/web presence, printed media, and campus public affairs. Contributes to the representation of the university at local, national, and international quantum-related meetings, workshops, and conferences and provides subject matter expertise on the university's research, education, research coordination, and partnership programs.

Responsibilities

25% Strategic Planning: Develops and executes strategic plan, including outlining and communicating Berkeley quantum priorities. Translates vision and business objectives into operational and organizational strategy and results. The role interacts with academic departments to coordinate education and workforce development activities at multiple levels. Work with quantum faculty and campus leaders to develop strategic initiatives and projects. Responsible for coordinating novel educational programs in Quantum Information Science (QIS) across various schools and departments. Partners with academic units to design and develop and review their curriculum on Quantum Information Science, and play a direct role in updating, revising, and influencing the curriculum. Fosters and develops collaborative relationships with industry partners. Manages research planning and dissemination of research outcomes. Develops, implements, and evaluates integral operational plans and programs consistent with the goals of quantum information. Identifies sources of funds for Berkeley QIS activities, including funding from federal and state agencies, funding from private sources, and support from the University of California and the UC Berkeley campus to support the system-wide and campus-wide functions. Plans and hosts public outreach events, identifies potential funding opportunities and shares recommendations. Works with campus leadership to respond to requests for proposals. Communicates with potential funders, organizes meetings and events with fundraising goals. Oversees University pre-award, contracts and grants, and post-award functions. Defines, establishes and manages synergistic partnerships with industry, National Laboratories, government entities, and other quantum science and technology centers, with such partnerships relating to the campus activities and goals in the area of research, education and workforce development, and research coordination. Develops, implements and adheres to policies regarding intellectual property in addition to negotiating and managing IP agreements and contracts.

25% Analysis and Management: Conducts research on special projects and implementation of programs. Develops and deploys relevant and effective project reporting and business metrics. Monitors and evaluates progress toward goals and objectives. Prepares policy and decision support analyses to inform and contextualize institutional decision making. Assesses and analyzes new opportunities for alignment with institutional priorities. Leads staff to ensure successful day-to-day operation of the CIQC. Independently manages the Berkeley quantum interaction space facilities and budgets, and coordinates with campus administrators on matters of research administration, human resources, travel and entertainment, and other matters. Oversees relations and financial arrangements with participating universities and industries, including through in-person visits. Prepares grant reporting materials as requested by funding agencies. Plans, directs and controls program budgets and manages financial, HR, technical, and other supporting resources. Continuously streamlines the operational execution and effectiveness of the CIQC and quantum-affiliated groups. Assesses program effectiveness, and recommends changes to program content, policies and strategic goals accordingly.

25% Communications and Outreach: Responsible for developing and driving a communication strategy that supports all campus activities in QIS. Interacts with campus leadership, faculty and staff in order to seek information and communicate about processes and decisions that impact QIS programs. Manages high-level relationships with internal and external constituencies. Provides day-to-day assistance and advice to the Dean and quantum faculty, including resolution or direction on key decisions and insight and objectivity into key issues facing the campus. Works with other campus units to oversee complex, high-priority projects, with responsibility for outcomes. Independently carries out major responsibilities, such as monitoring and evaluating unit activities, serves as chair of key committees, and communicates with senior campus management. Oversees communications and public relations for Berkeley Quantum, including maintaining the website, managing social media communications, producing publicity materials, working with outside resources to create and distribute press releases.
