Position Summary:
Responsible for the management and leadership of the Metropolitan Detention Center (MDC) Health Care Services Domain including both physical health and behavioral health services. Direct activities including financial forecasting, decision support analyses, business planning and research coordination. Coordinate assigned activities with other divisions, departments, outside agencies and in accordance with the Metropolitan Detention Center Health Authority to support operational and strategic objectives of UNMH. Work collaboratively to design a health care services delivery model for the MDC and develop plans with respect to the health care services program. Ensure operations are efficient, effective, and compliant with applicable federal, state, and county regulations, and applicable Corrections Medicine Healthcare standards including the National Commission on Correctional Healthcare (NCCHC) and the American Correctional Association (ACA). In addition, the MDC operates under the McClendon Settlement Agreement requiring additional quality, staffing and regulatory compliance measures. Ensure adherence to Hospitals and departmental policies and procedures. No patient care assignment.

Detailed responsibilities:
DIRECTION - Direct activities of the department and/or programs in accordance with Hospitals policies and objectives
OPERATIONS - Develop plans and make recommendations relative to organizational and departmental operations such as organizational structure, space and layout, equipment use, work flow, and staffing
STRATEGIC PLANNING - Participates in the strategic and operational planning process to ensure efficient, effective and quality driven programs
STRATEGIC INITIATIVES - Responsible for integrating strategic initiatives across assigned areas to ensure the development and delivery of high-quality services; monitors strategic planning projects to ensure they are in alignment with organizational priorities
COLLABORATION - Collaborate with medical staff and other appropriate personnel in the operations of programs and services to ensure best practices with respect to the provision of high quality mental and medical services. This will include managing subcontractor relationships as it relates to medical specialty care services, dental care, pharmacy and laboratory services.
COLLABORATION - Work with the onsite county management team to assure communication and coordination of medical services with security officers, ancillary services staff, and other administrative staff in charge of the Metropolitan Detention Center.
CONTRACTS/AGREEMENTS Oversee the partnership with other entities to accomplish the purposes of the Health Care Authority; administer or ensure administration of approved contracts and agreements
CONTRACTS/AGREEMENTS- Serve as the primary point of contact with the Metropolitan Detention Center Health Authority and all needed contracts or agreements for operation of the Health Services Domain.
OVERSIGHT Ensure monitoring and oversight processes are in place to measure, evaluate, and report on activities pertaining to the Health Services Domain; monitors data and key performance indicators to understand variables and implements corrective action when and where appropriate; analyzes data to make fact-based decisions and monitors variances to understand trends
CONSULT Consult with and advise Administration regarding issues related to health care services delivery for MDC
UTILIZATION MANAGEMENT Oversee the establishment of a utilization management system to ensure health care services are provided in a timely, appropriate and cost-effective manner
BUDGET - Oversee and participate in the development and administration of the budget; forecast and recommend funds needed for staffing, equipment, materials and supplies; work cooperatively with the County to formulate budget submission for the health care services delivery program
RESEARCH COORDINATION Work with applicable Hospital, County and MDC policies for obtaining approval through an Institution Review Board for all applicable research projects
COMPLIANCE In coordination with The County Commissioners of Bernalillo County and MDC, ensure compliance with applicable Federal, State, and County regulations, including the McClendon Settlement Agreement, NCCHC and ACA standards.
COMMITTEES Represent the Hospital at community committees and organizations; serve on and provide leadership to a variety of committees as assigned. This will include participation in the Criminal Justice Coordinating Council of Bernalillo County and New Mexico Mental Health Resource Committee.
LIAISON Interface with Bernalillo County Attorneys. McClendon Plaintiffs Attorneys, the Federal Court Monitor and other parties as required to provide information related to compliance with the McClendon Settlement Agreement.
POLICIES - Manage and participate in the development and implementation of goals, objectives, policies and procedures for assigned area(s); monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures
