Responsibilities As a Systems Engineer SME with Capabilities experience with MTSI, you will support the Operational Command and Control (C2) Acquisition Delta Systems Engineering, Integration, & Test (SEIT) team, located at USSF Space Systems Command (SSC) in El Segundo, CA. The C2 Acquisition Delta oversees the software and architecture development within the C2 Joint Capability Areas (JCAs). A successful candidate should be a self-starter who possesses initiative, excellent communication skills, the ability to lead and collaborate effectively with cross-functional teams, and how is a proven problem solver.
Job responsibilities will include, but may not be limited to:
- Performing systems engineering and analysis services to include system development, enterprise and system architecture, acquisition, testing, operations, and sustainment support for existing and new capabilities.
- Coordinate and lead efforts across multiple Capability IPTs that are focused on delivering different capabilities across the enterprise.
- Lead cross-segment integration teams and working groups that identify, manage, and coordinate capabilities issues between the branches (e.g. hardware, software, integration, requirements).
- Evaluate prime contractors plans and schedules and identify disconnects between programs.
- Update and maintain relevant Capabilities documents.
- Manage and maintain the configuration of the definitions and criteria for the capability increments.
- Manage and maintain the traceability within the requirements database between requirements and capabilities.
- Developing/refining customer requirements and architecture risk analysis assessments.
- Developing relevant systems capability management processes and procedures to support existing and new capabilities to enable the customer to achieve strategic/current operational objectives.
- Identifying, capturing and tracking capabilities and requirements relationships and inter-dependencies across the enterprise, and providing recommendations based on analysis and systems engineering best practices.
- Providing capability systems expertise supporting proposed technical baseline changes in areas such as capabilities development document (CDD) and mission impact analysis, interpendency impacts, prioritization, and implementation plans.
- Supporting the development and maintenance of integration roadmap artifacts, and capturing enterprise-wide program's key events and integration/test activities to aid in communications and decision making.
- Performing systems engineering and program management functions in support of major reviews, technical evaluations, and requirements verification.
Qualifications- Minimum of 15 years of relevant DoD/IC or relevant industry work experience.
- Minimum of 8 years of systems engineering experience.
- Minimum of 2 years of Special Access Programs (SAP) and/or TS/SCI experience.
- Demonstrated experience with database management tools (DOORS, Access, Jira, Confluence SQL).
- Experience working with DoD or IC acquisition organizations.
- Experience working specifically on a Systems Engineering, Integration and Test (SEIT) or Systems Engineering and Technical Assistance (SETA) contract.
- Experience with requirements engineering (e.g. functional, non-functional, constraints, requirements management).
- Experience with aspects of systems engineering such as requirements elicitation, analysis, derivation and traceability, functional analysis and allocation, WBS, trade studies, modeling and simulation, metrics, risk management, integration and test, verification and validation.
- Extremely motivated individual who is a self-starter and works well in a fast-paced team environment.
- Strong interpersonal skills to enable working, interfacing, and interrelating with diverse personnel and dynamic teams.
- Excellent analytical and organizational skills, specifically attention to detail along with effective time and project management.
- Experience with presenting and communicating technical data to various audiences (government and leadership audience experience preferred).
- Willingness to mentor colleagues.
Desired Experience: - Experience working with Space Systems Command (SSC).
- Experience with human factors concepts.
- Experience with context/scenario-based capability modeling.
- Experience with UML/SysML modeling languages and DoDAF/UAF frameworks.
Education /Certification Requirements: - B.S. in engineering, mathematics, physics, or related scientific discipline (required).
- M.S. in engineering, mathematics, physics, or related scientific discipline (highly desired).
Security Clearance Level Required: - Active Top Secret, and SCI eligible.
- Special Access Program (SAP) eligible.
- U.S. Citizienship is required for this position.
Location/Travel Requirements: - Place of work is El Segundo, CA area, Hybrid (on-site/telework).
- May require travel up to 20% of time within the continental United States.
The pay range for this position in California is $185,000/year to $215,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
