About the Position:

The Virginia State Police (VSP) is seeking to hire an Enterprise Portfolio Manager in our Information Technology (IT) Division at our Administrative Headquarters in North Chesterfield, Virginia. The successful candidate will establish and lead VSP's enterprise-wide projects, services, programs, and portfolio management functions, and strategy to ensure alignment with the Virginia Information Technology Agency (VITA) and VSP's short and long-term investments and enterprise solutions; direct the planning, development, and implementation of project efforts that utilize information technology solutions, principles, standards, and best practices; manage the digital transformation of VSP to ensure the organization remains at the forefront of technological innovation; ensure strategic alignment of projects with business objectives, optimizes resource allocation, and enhances governance and execution efficiency; foster collaboration across bureaus and executive leadership to align priorities with organizational goals; develop and drive project management frameworks, methodologies, standards and best practices; lead and manage a dynamic team of professionals, ensuring proper guidance, resource allocation, and professional development to deliver high-performance results; provide mentorship and leadership to project teams, empowering them to achieve high performance and supporting professional growth; provide executive-level reporting, risk management oversight, and continuous improvement initiatives to enhance project performance, ensuring the organization's strategic initiatives are delivered on time, within scope, and on budget; and cultivate an environment of accountability, innovation, and excellence by inspiring teams to adopt forward-thinking approaches and execute results-driven strategies.

Minimum Qualifications

• Deep understanding and knowledge of enterprise project, program, and portfolio management principles, frameworks, and methodologies such as Project Management Institute (PMI's), Project Management Body of Knowledge (PMBOK), Agile, and Scaled Agile Framework (SAFe).

• Knowledge of financial management and budget planning and of data-driven decision-making, and technology-enabled project portfolio management tools such as Microsoft Project, ServiceNow, or Planview.

• Strong leadership and communication skills to effectively engage with executive stakeholders, influence cross-functional teams, and drive change.

• Demonstrated ability to establish and optimize an IT Project Management Office's (PMO) function, ensuring governance, risk management, and resource allocation align with business priorities.

• Empowers teams to take ownership of goals, cultivating a culture of accountability, innovation, and excellence.

• Implements continuous improvement practices to elevate PMO processes while inspiring high performance and strategic alignment across the organization.

• Experience with portfolio management tools and software; leadership and decision-making capabilities; strategic planning and business analysis; and in risk management and mitigation.

• Relevant work experience is required.

• High School Diploma or GED equivalent.

Additional Considerations

• PMO Certified Practitioner (PMO-CP) and/or Project Management Professional (PMP) are preferred.
