Brief Job Description:
The MuleSoft Developer Lead (Systems Analyst VI) performs highly advanced (senior level) computer systems analysis work. Work involves overseeing the planning and analysis of system requirements, procedures, and problems to automate processes or to improve existing systems and implement designs using MuleSoft APIs or software programming languages. Acts as Technical Lead and/or may supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
(25%) Oversees and evaluates current and future solutions, applications and technologies, establishes requirements and planning objectives, and facilitates the translation of customer business requirements into effective technical infrastructure solutions.
• Leads systems design efforts, defines end-to-end architectures, and manages research studies to analyze and develop business solutions to system issues, system recommendations and plan implementations.
• Provides analysis and consultation to agency leadership on key technology issues affecting the agency and research emerging trends, ideas and evaluates new technologies for implementation.
• Ensures the efficiency, security, and support of the organization's technology and business goals.
• Oversees the development of proposed system implementations, logical descriptions of problems, and implements solutions.
• Reviews change requests to ensure they meet standards, are consistent with the structural parameters within the existing environment and are tracked electronically.
(25%) Oversees development for multiple projects.
• Provides project scope, work hour estimations, and participates in project planning.
• Ensures project schedules are met, re-negotiated, and approved by customer and Team Manager prior to target dates.
• Communicates progress and issues affecting work assignments to the Team Manager and Project Manager timely.
• Oversees and provides support to ensure system changes have been applied correctly.
(25%) Oversees and may supervise the work of others.
• Provides technical leadership on projects and agency initiatives or acts as technical team lead.
• Manages work activities for short- and long-range performance assignments, communicating with management and other team members in a timely and effective manner.
• Mentors junior level staff in the development, testing, and deployment of new systems or functionality and provides performance feedback, as requested.
• Oversees and leads code reviews, unit testing, integration testing, continuous integration, and continuous deployment practices.
• Reviews all application change requests to determine any downstream effect on area of system expertise. Identifies, investigates, and resolves production problems in a timely manner, based on their priority.
(15%) Coordinates and/or participates in the development and execution of enterprise-level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps.
• Leads and collaborates with cross-functional teams and business areas in the development and execution of enterprise level strategies and technical direction for one or more applications.
• Creates business technology models and diagrams to reflect the organization's strategies and goals and creates and implements business visions and goals.
• Leads and performs analysis and research of application functionality and interprets reporting requirements to develop technical specifications.
• Collaborates with product management teams in interpretation of business requirements into technical requirements and technical specifications.
• Provides input and assists with cost estimations of existing and proposed budget requests to verify business requirements are considered within budget and program constraints.
• Reviews and analyzes legislative bills related to the application/system and when applicable, provides a cost estimate and potential impact analysis.
(5%) Oversees and provides training to new and existing technical staff.
• Plans, organizes, and participates in training to improve employees' knowledge and skills for future organizational growth.
• Plans and develops software engineering best practices for use by development teams.
• Provides documentation such as technical design specifications and engineering best practices in accordance with agency Software Development Lifecycle (SDLC) and Project Management Lifecycle (PMLC) guidelines.
(5%) Adheres to all Texas Department of Family and Protective Services HR policies and performs related work as assigned.
Knowledge, Skills and Abilities (KSAs):
• Knowledge of Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies; system design methodologies and techniques (entity/relationship models, data/process flow diagrams); object-oriented programming and of programming client/server applications.
• Knowledge of Agile methodology with experience leading in an agile\SCRUM team.
• Advanced Knowledge of MuleSoft API development
• Advanced knowledge of one or more of the following:
o Java 1.6 or 1.8
o Application Programming Interfaces (API)
o Salesforce applications
o .Net developer platform
o Static, Dynamic or Portal Web applications
o An object-oriented programming language
• Knowledge of DevOps tools (Jira, Bitbucket) and processes.

• Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of non-automated systems, of information technology equipment, of applicable programming/coding languages, of computer hardware and software, of computer operating systems, of writing and modifying program code and of automated mapping.
• Skill in planning, recommending, and managing technical enterprise system frameworks and technology strategic planning.
• Skill in coordinating and solving problems, developing or revising program code, scheduling, installing, and implementing programs, and troubleshooting computer systems.
• Skill in technical analysis, critical analysis, decision making, root cause analysis, problem solving and ability to think and act strategically and proactively.
• Skill with office productivity software including Microsoft Office Suite to include MS Word, Excel, PowerPoint, MS Project, SharePoint, and/or Visio.

• Ability to lead major technology initiatives and project implementations.
• Ability to analyze legislation to determine and document agency impact analysis, fiscal notes, and cost estimates.
• Ability to develop recommendations and presentations suited for various levels of leadership and decision makers.
• Ability to analyze systems and procedures, to write and revise standards and procedures, to communicate effectively, and to supervise the work of others.
Preferred KSAs
Advanced knowledge of one or more of the following preferred:
• Knowledge of MuleSoft API development.
• Knowledge of Salesforce.
• Familiarity with accessibility standards including WCAG 2.0 and TAC Section 508.
• Knowledge of Moodle LMS Web application.
• Knowledge of configuring and troubleshooting Oracle, Microsoft SQL, and MySQL databases including query writing and tuning.
