The Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff, G9 (ODCS, G9), Enterprise Architecture (EA) - Specialized Design and Compliance Support Services requires reliable and timely Information Technology (IT) services to support ODCS, G-9 directorates and the Army-wide installations enterprise. With a broad depth of capabilities that spans across the PWS task areas, Five Rivers Analytics, LLC (FRA) is a capable and technically qualified, mission-focused small business, honored to be considered for this requirement. FRA is a trusted and proven 8(a) small business (SB) through its current IT support to multiple US Army organizations.
FRA will provide specialized design services and technical analysis services for the program office supporting installation management capabilities modeling. We will provide assistance to the program office in the execution of the design and analysis services for a range of initiatives relating to ODCS, G-9 Enterprise Architecture such as;
- Design and production of technical and business analysis products.
- Draft substantive narrative for transformation initiatives.
- Render technical illustrations for architecture scenarios.
- Technical Modeling.
- Data Modeling and Analysis.
- Compliance Support.
- Develop detailed recommendations for enhancing the existing architecture.
- Include actionable steps for modernization, cloud migration, and the implementation of DevSecOps practices.
- Provide analytical reports that outline the rationale and expected benefits of each recommendation.
- Provide clear and well-documented deliverables for all enterprise architecture design and analysis work.
- Deliverables will include analytical reports, architectural diagrams, narratives, outline/document process and actionable recommendations.
- Ensure that each deliverable contributes to the overall modernization and optimization goals.
FRA will provide experienced personnel who will work with the ODCS, G-9 Portfolio Management & Architecture Division to assist in the Government's compliance with Federal, DoD, and Army guidance, methodologies, initiatives, and models to develop its functional domains.
This position is currently hybrid and requires that you reside within commuting distance of Arlington, Virginia. Responsibilities - Analyze the information collected about Army G-9 data and with his/her industry knowledge build realistic data strategies and roadmaps with meaningful guidance to mature the Army G-9 data landscape and implement processes and procedures consistent with OSD and DoD strategies, including VAULTIS (Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable, and Secure).
- Translate functional discussion, requirements, and ideas to technical and vice versa.
- Create deliverables to include data strategy documents, governance framework, data quality reports, and API management documentation.
- Other duties as required and assigned.
Qualifications - Minimum eight (8) years of experience in data governance, data strategy, and lifecycle management within a government or military environment.
- Experience with data lineage, data products, data security.
- Experience researching and working with Data Stewards and system owners to document current data methodologies in order to understand how industry best practices can be leveraged or implemented to improve data maturity.
- Solid understanding and experience with reporting and visualization tools (e.g., Tableau, Power BI, etc.)
- Obtain a Public Trust Clearance.
Preferred Qualifications: - Preferred experience briefing leadership at the SES level and above.
- Tool experience: Preferred experience with Army Vantage / Palantir and Army Data Catalog.
- Currently holds an active Public Trust or higher clearance.
