SUMMARYThis position uses topographical information to design streets, alleys, parking areas, storm sewers, airport facilities, parks, sanitary landfills, water, wastewater, water treatment, and wastewater treatment facilities in support of Capital Projects and Development Engineering, Public Works, and Director of Utilities projects as required. Responsibilities include the production and maintenance of department documents and records including all plans and maps produced and stored by the department, providing information to the general public regarding pertinent ordinances and regulations, and preparing line item estimates to assist in preparing specifications for construction projects and materials. Provides technical assistance to Engineering Assistant I as needed.
ESSENTIAL RESPONSIBILITIES - Creates project designs including verifying topographical information, reducing field notes, proposing and calculating grades and alignments, drainage areas and presentation of design in construction documents.
- Operates personal computers, computer aided drafting and design (CADD) hardware, software, and civil engineering software for project design and plan sheet production.
- Assists survey crews in obtaining topographical or strip map information on proposed public works projects.
- Estimates quantities and cost of construction items.
- Prepares construction item descriptions.
- Organizes and conducts required project meetings.
- Assists in the design of storm water management systems using drainage basin hydrology and hydraulic analysis of storm sewers, inlets, culverts, channels, and detention facilities.
- Assists in preparation of construction and material specification, reviewing all submittals for compliance and required contract documentation.
- Reviews project design with Project Representative prior to the bid number request.
- Revises project plans to reflect as-built conditions and design changes.
- Prepares construction-staking information or cut-sheets for public projects.
- Conducts visits to construction projects with Project Representative to assure compliance with specifications and practicality of design
- Monitors construction methods, resolving design conflicts and citizen complaints regarding construction projects as needed.
- Assists Project Representatives in verifying monthly pay estimates, preparing change orders, price requests, and other related design changes.
- Prepares copies of plans for distribution to other departments.
- Researches information on Federal and State regulations.
- Provides information to maintain and update city maps (base maps, paving, contour, flood, aerial, water, wastewater, drainage, etc.).
- Provides information and documents to the public and other departments for property lines, streets, alleys, easements, water & wastewater facilities, and city limit locations.
- Provides latitude and longitude conversions of locations within the City.
- Maintains the document retrieval and storage systems.
- Maintains city records, regarding easements, plats, annexations, vacations, dedications, etc.
- Maintains a working knowledge of public records maintained and applicable ordinances and regulations enforced by the departments.
- Provides Flood Hazard determinations and other information pertaining to Special Flood Hazard areas.
- Receives and files preliminary plats, site plans and planned developments.
- Reviews plat closures and construction staking information or cut sheets for private development projects.
- Assists other departmental personnel in the review of plats, planned developments, right-of-way dedications and easements.
- Prepares plats and legal descriptions for easements and annexations.
- Prepares right-of-way acquisition documents and coordinates the acquisitions with owners, surveyor, and City.
- Prepares Endangered Species Review Requests, Historical Reviews, Storm Water Pollution Prevention Plans, NOIs and NOTs.
- Reviews plans for compliance with Storm Water Management Criteria Manual and pertinent State and Federal regulations.
- Prepares participation cost of various entities involved in projects requiring property assessments and resultant city participation costs.
- Conducts right-of-way ordinance research and documentation.
- Maintains database of benchmarks for city and public use.
- Maintains database of water, wastewater, and storm sewer facilities and MSDS.
- Compiles statistical reports from data.
- Prepares charts, forms and labels for department use.
- Conducts public tours of the department.
- Prepares presentations and displays for Council and public meetings.
- Maintains office equipment and materials used by department personnel.
- Orders reproductive supplies through service contracts for paper and applicable equipment.
- Maintains the City vehicles schedule of maintenance.
- Performs conversion of various file formats into .PDF, .dgn, .dwg, .jpg, tiff, png, etc. for use by the public and other departments.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS Valid Texas driver's license AND
High School Diploma or equivalent AND
One of the following:
Two (2) years CADD experience OR Two (2) years of higher education course work from an accredited college in Civil Engineering or Engineering Technology OR Two (2) years of course work from an accredited college or technical school in Computer Aided Design and Drafting OR Four (4) years experience in engineering design and drafting of public works, private development, utilities, or similar projects.
KNOWLEDGE, SKILLS, AND ABILITIES- Knowledge of public records maintained and applicable ordinances and regulations enforced by the departments.
- Ability to operate a drafting machine, lettering equipment, programmable calculator, plotter, printer, scanner, digital camera, plan reproduction machine, and a file retrieval system.
- Ability to operate CADD hardware, CADD software, engineering software, office software and GIS software.
- Ability to operate computers for data entry and word processing.
- Ability to operate highly technical computer applications, such as GIS or CAD.
- Ability to repair, develop, or install computer hardware or network systems.
- Strong verbal and written communication skill.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
