Performs highly responsible administrative and supervisory work assisting the EMS & Fire Administration Director in planning and directing complex departmental support services and operations; manages technical, supervisory, and clerical/accounting personnel engaged in various support activities; relieves the department head of designated administrative details by managing budget preparation and administration, financial management and projections, personnel administration, departmental service programs, and conducting special studies; plans, directs, and reviews the work of personnel engaged in customer service, budget control, financial management, information system planning, and related administrative departmental operations.

What Would You Do?
  • Acts for department and division head, as delegated, at meetings, conferences, and in administrative matters;
  • Coordinates and acts as a liaison for the EMS Advisory Council;
  • Coordinates and acts as a liaison for the EMS Medical Control Board;
  • Coordinates and acts as a liaison for the Pinellas County Water Rescue Program;
  • Plans, monitors, and facilitates the progress of division projects through contract review, bid process, and all phases of contract completion, including the development of specifications, evaluations, and administration of contracts;
  • Reviews the Ambulance Exemption list monthly to ensure the ambulance contractor is meeting the contractual standards;
  • Reviews the Fire Department EMS transports to ensure they are compliant by protocol and that the transports include all the appropriate information to make them billable;
  • Utilizes Legistar to submit the appropriate information for the agenda that goes to the County Commission meetings;
  • Responsible for the EMS desk during activation of the Emergency Operations Center;
  • Supervises 2 Administrative Support Specialists and 2 Contract Administrative Coordinators;
  • Interviews, hires, trains, and evaluates subordinate staff personnel;
  • Performs other related job duties as assigned.
What Do You Need To Have?
  • Seven (7) years of administrative and program operations experience assisting a departmental director in planning and directing complex departmental support services and operations in the hiring department unit's principal designated subject matter mission or directly related field (e.g., named department operations/activities or directly related organization) that includes lead worker, supervision, or supervisory training; or
  • An Associate's degree in business administration, finance, economics, or related field and five (5) years of experience as described above; or
  • A Bachelor's degree and three (3) years of experience as described above; or
  • An equivalent combination of education, training, and/or experience.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other knowledge, skills, abilities, and credentials required for a specific position.
  • All employees are subject to a Level 2 Criminal History Check completed by the Florida Department of Law Enforcement.

  • 1 years of Supervisory Experience
  • Experience in Public Safety Administration, specifically in Emergency Medical Services or Fire Administration
  • Project Management Experience
  • Contract Management Experience
