Primary Function:

To facilitate the development, implementation and maintenance of a comprehensive emergency service and security program and provide leadership and technical expertise in keeping the Freeport site in a state of readiness for emergencies and security


Duties & Responsibilities: Employee may be called upon to perform any or all of the following functions:

  • Develops and maintains comprehensive emergency services and security programs and processes in support of the company HeSS policies and regulatory requirements.
  • Support emergency services and security program implementation processes.
  • Develops emergency service and security programs compliance calendar and monitors site performance.
  • Provides technical EHS expertise (specifically emergency response & security) and coaching to facilitate broad accountability of the EHS process to maintain a state of response readiness.
  • Leads the effective implementation and utilization of risk assessment and risk prediction processes at the site to ensure risks are identified, mitigated, and effectively communicated/understood by all affected employees.
  • Develops and maintains site confined space rescue plan library.
  • Develops process for confined space pre-entry review.
  • Develops and maintains site fire pre-plans.
  • Develops training agenda by September 1st each year.
  • Develop and execute site drill program for Emergency Services, Mustering/headcount and emergency/security drills.
  • Develops effective working relationships with the local CAER Group, LEPC, and Brazoria County Emergency Management Services community and regulatory agencies as appropriate and facilitates the sharing of programs, procedures, tools, and successfully demonstrated practices within the local community and industry emergency response community.
  • Ensure emergency response systems are tested, inspected, and repaired as required by recognized and generally accepted good engineering practices.
  • Recruit, maintain, and supervise Emergency Response Team during facility emergencies, drills, and training exercises to ensure facility requirements are being met and/or surpassed.
  • Develop and maintain an emergency operations center and critical supplies for the function.
  • Develop Emergency Service KPI's.

Qualifications:

  • 8+ years S&H experience in a chemical manufacturing or related field.
  • Proven experience leading change and implementing new ideas and concepts
  • Proven track record of driving results through fact-based analysis and decisions.
  • Demonstrated ability to build relationships and to gain cross-functional alignment for implementation/execution of department objectives.

Physical Requirements:

Candidate must be able to:

  • PPE as required to access specific areas of the plant(s)
  • Medically certified to wear a respirator
  • Medically fit for duty

Work Environment:

  • PVC Manufacturing site; 3 production plants and 1 subsidiary plant KBin
  • Office located on site
  • 10% travel required
