Clearance: Top Secret Job Summary: The Emergency Management Specialist plays a vital role in ensuring the operational continuity and preparedness of the Executive Office for United States Attorneys (EOUSA) and United States Attorneys' Offices (USAOs) before, during, and after emergencies. This position involves staffing the EOUSA Emergency Watch Center, developing and implementing emergency management policies, coordinating responses to disasters, and conducting training and exercises to enhance preparedness. The specialist collaborates with internal and external stakeholders to design and execute strategic plans, manage emergency notification systems, and oversee occupant emergency programs. With expertise in emergency preparedness, homeland defense, and law enforcement, the Emergency Management Specialist ensures the safety and resilience of personnel and facilities while supporting the Department of Justice's mission. Responsibilities/Duties: 1. Emergency Watch Center Operations: o Staff the EOUSA Emergency Watch Center, serving as the central point of contact for emergency preparedness, planning, and response communications. o Monitor situation updates during emergencies and manage the EOUSA/USAO Employee Notification System and USAAlert mass notification tool. o Maintain electronic copies of district emergency plans and after-action reports. 2. Policy Development: o Assist in developing EOUSA/USAO-wide policy standards and programs for emergency preparedness planning and coordination. o Propose alterations to existing emergency management plans to reflect changes in law, policy, and lessons learned from previous exercises and incidents. 3. Training and Exercises: o Participate in test, training, and exercise elements of the Continuity of Operations Program. o Conduct briefings, training classes, and presentations on emergency preparedness topics. o Plan and conduct Emergency-Management-related training, drills, and exercises, including first aid, CPR, and automated external defibrillator training. 4. Emergency Response Coordination: o Assist in coordinating responses to disasters and emergencies affecting EOUSA and USAO operations and personnel. o Disseminate course materials and resources via Department websites. 5. Occupant Emergency Program: o Develop and implement an Occupant Emergency Program and Plan for EOUSA and other DOJ components. o Collaborate with municipal and federal agencies for response coordination. 6. Special Projects: o Participate in special projects and studies to enhance the overall preparedness of EOUSA and USAOs. Skills and Competencies:
• Strong strategic planning and project management skills.
• Expertise in emergency preparedness laws, regulations, and best practices.
• Ability to design and implement policies and training programs.
• Excellent communication and interpersonal skills for coordination with internal and external stakeholders. Qualifications:
• Expertise in emergency preparedness, homeland defense, and law enforcement.
• Strategic planning and project execution.
• Experience in policy design, evaluation, and After-Action Review and Improvement Plan development. Education/Certifications:
