Job Description

Position Summary:

Under the direction of the Youth Families and Communities Advisor, the Community Educator Supervisor 2 is responsible for the implementation and management of the Expanded Food and Nutrition Education Program (EFNEP) focusing on the delivery of comprehensive nutrition education to low-income youth and adults in Riverside and San Bernardino Counties.

his includes supervising, training, and guiding nutrition educators, developing and implementing yearly work plan objectives, conducting evaluations, and writing accomplishment reports. This person will also coordinate efforts and serve as a liaison with other agencies providing related services in Riverside and San Bernardino Counties, build and maintain formal and informal coalitions of partners, tailor special nutrition education projects, and maintain subject matter competence.

The overall goal of the EFNEP program is to promote healthy lifestyles for low-income youth and parents. This is accomplished by direct teaching and some extended training on practical nutrition, food resource management, food safety, and the importance of physical activity, as well as promoting policies, systems, and environmental changes.

This position is a career appointment that is 100% fixed.

Home Office Location - The selected candidate may choose between the Riverside County office or the San Bernardino County office, subject to space availability and support of the County Director.

The home department for this position is UCCE San Bernardino County. While this position normally is based in Riverside, CA for the Riverside County office or Highland, CA for the San Bernardino County office, this position is eligible for hybrid flexible work arrangements for applicants living in the State of California at this time. Please note that hybrid flexible work arrangements are subject to change by the University.

Pay Scale: $61,000.00/year to $83,900.00/year

Program Development

Responsible for planning and developing the EFNEP program in collaboration with other community partners:

Participate in the development of EFNEP work plan, site list, and budget.

Actively promotes and markets the EFNEP program to schools, community organizations, and agencies that serve eligible families including developing marketing materials or using social media.

Collaborate with schools and community agencies to plan delivery and coordinate outreach efforts.

Seek out new resources and/or proposes the development of new materials to potentially be used in the program.

Staff Management and Supervision

Provide leadership to EFNEP nutrition educators in Riverside and San Bernardino Counties:

Directly supervise 5-7 Community Education Specialists (CES 1 & 2), which includes directing day-to-day activities, approving staff work plans, purchases, and travel, reviewing staff weekly activity reports & approving staff timesheets.

Mentored and trained staff on program procedures, curriculum delivery, teaching methodology, extender training, and other topics per EFNEP guidelines.

Manage staff performance and accountability according to ANR HR procedures including creating an individualized work plan, observing staff performance, providing feedback, and conducting staff performance evaluations.

Promote team building and good communications, and provide resolutions for issues and conflicts.

Recruit, hire, and train new employees as needed.

Program Implementation

Responsible for implementation to meet program commitments and target numbers:

Conduct direct and indirect nutrition education as necessary to meet program goals.

Develop recruitment and re-enrollment strategies for participating schools and agencies. Provide adult delivery plan to meet the educational and cultural needs of participants.

Participate in community/partner meetings, collaboratives, and events to coordinate with the countywide efforts.

Participate in piloting new curriculum, materials, delivery, or evaluation methods.

Participate in EFNEP Advisor/Supervisor conference calls & webinars to keep abreast of new policies and directives and share information.

Regularly update Advisor on program progress, challenges, and opportunities.

Program Evaluation

Oversee data collection and entry in the WebNEERS database and keep records of program documents:

Collect enrollment and evaluation data from nutrition educators and extenders to measure program delivery and effectiveness.

Maintain confidential program records and reports in an appropriate manner.

Manage data entry in database and analysis of evaluation results.

Write success stories and prepare a year-end accomplishment report.

Budget and Resources

Assure stewardship of EFNEP resources and monitor budget:

Approve staff purchases and review purchasing card receipts.

Order program supplies, materials, and equipment; monitor budget and reconcile DAFIS ledgers.

Manage inventory of program supplies, curriculum materials, and equipment.

Professional Development

Participate in professional development activities to strengthen nutrition education program-related subject matter and leadership/management competencies.

Requirements:
•  Bachelor's degree in related area and / or equivalent experience / training.
•  Strong knowledge of nutrition with a Bachelor's degree in Nutrition, Public Health, Health Science, or related field or equivalent experience in community nutrition programs.
•  Experience coordinating and/or managing a community or educational program. Demonstrate ability to organize and prioritize activities to meet programmatic and fiscal work plans.
•  Experience and knowledge of budgets and accounting. Demonstrated ability to use Excel spreadsheet to monitor budgets.
•  Experience supervising others.
•  Excellent oral and written communication skills and demonstrated ability to conduct group presentations.
•  Experience using Microsoft Office (Word, Excel, Publisher, PowerPoint) and web-based tools (calendar/documents and social media).
•  Experience working with ethnically diverse communities and economically challenged populations.
•  Food safety and culinary skills to train educators in conducting food demonstrations. Preferred Skills:
•  Ability to communicate in Spanish effectively, both verbally and in writing.
•  Experience working with the school system and/or school wellness policies.
•  Familiarity with the EFNEP program and guidelines. Special Conditions of Employment:
•  Must comply with regulatory agency reporting requirements (California's Child Abuse and Neglect Reporting Act).
•  Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
•  Travel including travel outside normal business hours may be requested.
