GENERAL DESCRIPTION : Performs advanced (senior-level) business analysis work. Work involves coordinating the gathering, development, and documentation of user requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; the performance of post-implementation support of systems; and support of the systems development life cycle. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES :
• Coordinates the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitors system integration and user acceptance testing prior to implementation.
• Coordinates the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
• Coordinates and/or analyzes user requirements, procedures, and problems to automate or improve existing systems; and coordinates and/or analyzes computer system capabilities, workflow, and scheduling limitations.
• Coordinates with outside vendors and contractors to complete projects and service requests; and defines, assigns, and evaluates their work.
• Identifies opportunities for improving business processes through automation and assists in the preparation of proposals to develop new systems.
• Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them. Reviews complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provides comments and suggestions to document owners.
• Consults on the analysis of an application, troubleshoots system problems, and implements solutions.
• Provides complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
• Develops training curriculum and conducts formal training sessions covering assigned systems module.
• Develops the design and/or review of test cases; processes change requests; and manages a project's scope, acceptance, installation, and deployment.
• May supervise the work of others.
• Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
• Perform other duties as assigned.
Qualifications:
GENERAL QUALIFICATIONS and REQUIREMENTS :
Education - Graduation from an accredited four-year college or university with a major coursework in Business Administration, Communications, Computer Science, or Information Technology required.
Experience - Minimum of six (6) years' progressively responsible experience in business analysis or project management functions involving multiple, team- based projects utilizing matrixed resources and including all stages of software development lifecycles I.e. planning, initiation, requirements gathering, testing units, system, performance, regression, pilot, conversions, implementation/development, monitoring and qualify control. Experience in supervision/ leading a team is preferred.
Substitution Note: Additional work experience of the type described may substitute for the college studies requirement on a year-for-year basis. A Master's degree with course work in one of the above specified disciplines may substitute for up to two (2) years of the basic work experience requirement.
Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.
Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures. Must be able to learn and become knowledgeable of Driver License Division statutes, rules, policies and procedures. Learn the Department of Information Resources (DIR) Statewide Project Delivery Framework, Process, Deliverables, etc.
Supervisory/Managerial/Leadership skills - Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Experience managing technology projects or strong understanding of project management principles, System Development Life Cycle (SDLC) or Project Management Professional (PMP) certification.
Business skills - Knowledge of business requirements gathering, development, and management of software development projects. Knowledge of business process re-engineering and development. Experience with contracts, service level agreements, and contract language, RFO, RFP, SOW, etc.
Analytical skills - Skill in coordinating and solving complex problems and troubleshooting computer systems' issues and defects. Skill in analytical and product management, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. Ability to analyze systems/procedures and write test plans and validate them. Ability to apply knowledge and experience with tools and programming languages.
Presentation/Communication skills - Must be able to effectively communicate, facilitate and present information and/or training to individuals and a wide variety of audiences. Must be able to produce clear, concise, and professional documents, reports, and presentations using technical and non-technical language.
Interpersonal skills - Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers. Respond to customer inquiries and demonstrate excellent customer service skills.
Organizational skills - Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment. Demonstrated ability to meet multiple and sometimes conflicting deadlines and/or shift priorities/tasks without sacrificing accuracy, timeliness or professionalism. Ability to work independently and to understand and effectively apply complex oral and written instructions and procedures.
Technology (computer systems / hardware / software) - Proficiency with Microsoft Office Suite (Word/ Excel/MS Project/PowerPoint/Outlook). Skill sets should include experience with JIRA, or other comparable defect / issue management toolsets; knowledge of the entire application lifecycle development process using the Software Development Lifecycle Methodology (SDLC); experience with issue tracking software; experience developing requirements in a service oriented architecture environment; and ability to develop and maintain use cases and other software requirements specifications.

Travel and/or Schedule - This position requires the possibility of extended work hours as early as 7:00 am to as late as 8:00 pm. Weekend work may be required.
