Job Title: Senior .NET Contractor - Merlin .Net & Healthcare Systems Specialist

Location: 4025 Esplanade Way Tallahassee FL 32311 United States

Minimum Qualifications & Experience:

The Contractor must possess the following:

  • 5+ years of direct experience developing web applications in Microsoft ASP.NET.
  • 5+ years of demonstrated experience using TFS (Team Foundation Server).
  • 5+ years of object-oriented development (C , .NET).
  • 5+ years of SQL Server database design, queries, and stored procedures.
  • 5+ years of experience in test case generation, test scripts, and defect documentation.
  • 5+ years of Merlin .Net design and implementation experience (required).
  • 5+ years of medical/epidemiology software development (emphasis on public health systems).
  • 5+ years of application deployment (test & production environments).
  • 5+ years of secure software development (HIPAA/patient confidentiality compliance).
  • 5+ years of business process documentation & user requirement gathering.
  • 10+ years of project management experience leading development teams.

Contractor Responsibilities:

The Contractor will:

  • Update the FY Project Management Plan for Merlin .Net modifications
  • Submit monthly reports (hours worked, tasks completed, JAD session documentation).
  • Conduct Joint Application Design (JAD) sessions to define FBDR migration requirements.
  • Design, document, and test new Merlin .Net components per state IT standards.
  • Weekly .NET coding for FBDR modifications, support tickets, and system troubleshooting.
  • Develop features for Neonatal Abstinence Syndrome (NAS) & opioid-related birth defects registrations.
  • Debug and resolve software defects/system failures in FBDR.
