Job Description:
Under the general supervision of the Deputy Fire Chief, coordinates, manages, and directs administrative activities of the Fire Department. This position is third in command of the Fire Department and has the ranking responsibility, authority, and accountability for all of the department's programs, with all authority and responsibilities of the Deputy Fire Chief when assigned in his/her absence. Establishes policies, sets goals and objectives, creates, and monitors budget, and serves as liaison between the department and the community. Assists and directs the day-to-day activities of the fire department assigned responsibilities. Ordinary assignments are carried out in accordance with established department policy, procedures, and guidelines. Employees in this position work with considerable independence in the conduct of ordinary department functions and in meeting such emergencies or assignments of special problems as they may occur 24/7. May be assigned in the areas of Fire Suppression, Emergency Medical Service (EMS), Trauma Star, Training, Airport ARFF, Fire Prevention, Administration or Logistics. On call 24 hours pending potential disasters or as required by the county. Work is performed under the general supervision of a ranking officer.
ESSENTIAL JOB FUNCTIONS
• Develops, implements, and monitors the Division's Plan, Strategic Plan, and budget in accordance with Department-wide planning and goals.
• When needed, acts as the Incident Commander or other ICS position on emergency scenes.
• Assists the Fire Chief in developing, communicating, enforcing, researching, reviewing, and servicing divisional policies and procedures including safety, standard operating guidelines, and communications.
• Formulates and implements practices, rules, techniques, and procedures to improve organizational efficiency; assists in establishing programs, processes, and policies that ensure quality, efficiency, and safety.
• Supervises and coordinates assigned departments and staffing.
• Evaluates assigned personnel for efficiency and effectiveness; recommends personnel actions of hiring, promotion, discipline, training, and development; resolves or refers personnel problems or grievances; directs and assigns work to employees that report to them; and provides technical support and guidance in their work activities.
• Sets a high standard of professionalism through appearance, respect for personnel and professional communication.
• Participates in or provides information for the BOCC, other government boards and commissions, neighborhood and civic group meetings, state and regional associations or events, as applicable to Department functions.
• Collaborates with the Deputy Fire Chief and other personnel to communicate and coordinate service delivery and sharing of resources as needed. This includes the planning, designing, construction and/or remodeling of fire stations and other department facilities. Uses organizational ability and knowledge to allocate responsibilities to resource components, monitor and coordinate activities, and ensure successful performance and achievement of overall objectives.
• Assists with union negotiations, to include research, data analysis, suggestions, strategizing; serves as management representative on labor relations team and participates in active negotiations at the bargaining table as needed.
• Executes administrative decisions in accordance with state statutes, codes, and ordinance interpretation.
• Consults with other departments/divisions to coordinate work activities as needed and to maintain effective and efficient departmental operations.
• Initiates and completes special projects, programs, or reports as directed by Command Staff.
• Implements, manages, and recommends software specific to Fire Rescue.
• Ensures adequate training programs, ISO compliance, and inventory management.
• May be required to be on twenty-four-hour (24-hour) call and/or regularly work on various shifts, weekends, and/or holidays as deemed necessary when the Emergency Operations Center (EOC) is activated.
• In the event of an emergency, employees in this classification may be called to work during days or hours other than those for which they are regularly scheduled.
• Participates in professional training meetings, seminars, conferences, etc., to stay current of best practices in the field of public safety management, including EMS, Fire and Emergency Management.
• May be required to operate a motor vehicle in performance of assigned tasks.
• Performs related duties as required or assist in filling vacancies as needed for operational needs.
• May serve as the fire department safety officer and ensure that necessary safety procedures are in place and followed by department personnel.
• In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate. TRAUMA STAR/EMS Assignment
• Applies management principles to organize Emergency Medical Services including recruiting, screening, interviewing, recommends, hiring, scheduling, and ongoing evaluation of medical flight personnel.
• Manages EMS training and certifications, including the Provisional Paramedic Program, monthly EMS training and continuing education of departmental personnel in compliance with local and state requirements.
• Coordinates the development and management of Emergency Medical Service training and operational budget (including Trauma Star), including purchasing functions.
• Provides quality assurance review (QAR) of ground and air medical response.
• Reviews medical record documentation of medical responses and makes recommendation for medical record format modifications as needed.
• Supervises the accountability and control of assets, property, equipment, narcotics and/or resources assigned to the Emergency Medical program (including on-board medical aircraft equipment).
• Manages Controlled Substance policy, storage, orders, and records for all ALS apparatus and helicopters.
• Evaluates employee performance for personnel assigned to EMS division and Trauma Star.
• Compiles empirical and statistical data and provides written status reports regarding the Emergency Medical program as directed.
• Prepares, reviews, edits, and recommends plans, studies, and reports regarding Emergency Medical Services.
• Serves as the medical liaison to other agencies on matters concerning medical operational procedures, protocols, planning, implementation, direction and control.
• Prepares, reviews, edits, implements, monitors and enforces medical operating and safety procedures and other policies.
• Administers advanced life support emergency medical techniques as defined and authorized by the EMS Medical Director and/or on-line physician control and in accordance with Florida law.
• Maintains medical competency and is prepared to fly as a primary crew member or for the purpose of oversight of flight medical crew training and direct observation of active flight crew members of Trauma Star; and ride-along for observation and evaluation of ground medical care. QUALIFICATIONS
Education and Experience:
Associate degree from an accredited college or university with coursework emphasis in Fire Science, Business or Administration, or closely related field is required; Bachelor's degree is preferred. Ten (10) years of progressively responsible experience with a career fire service organization in all areas of fire operation, management, budget, prevention, suppression, and training.
Special Qualifications:
State of Florida Fire Officer II required. State of Florida Fire Instructor I, Florida Incident Safety Officer, and National Fire Academy coursework or programs. (Must be obtained within 12 months of appointment.)
Required to have: State of Florida Certificate of Compliance-Firefighter II and a valid State of Florida EMT certification. A valid State of Florida Paramedic certification preferred. Currently or previously held the rank of Fire Captain required, Fire Battalion Chief preferred. Possession of a valid, appropriate Florida Driver's License and have an acceptable driving record. The use of tobacco products is prohibited.
