Adecco has partnered with a Nationwide Workforce Development Company who acts like a Non-Profit, supporting workforce development in low income communities. We are hiring a Full Time Direct Hire: Program Director (Executive Director)


  • Salary $100K to130K
  • Sign on Bonus
  • Will manage a $15M dollar project, spread over 6 offices and over 100 staff members. (travel within DWF to manage the offices)
  • Must have WIOA grant experience
  • Will work closely with the Board of Directors and executive leadership
  • 5+ years of workforce development- focus on operations of employment and training programs
  • 5+ years of leadership experience

Reports to: Director of Workforce Operations


SUMMARY: We are seeking an experienced and strategic Program Director to lead workforce development initiatives across multiple career center locations. The Program Director is responsible for managing daily operations, ensuring efficient service delivery, promoting collaboration among partners, and driving continuous quality improvement to address the workforce development needs of the community. The ideal candidate will work closely with the Board of Directors, system partners, community stakeholders and employers to ensure operational excellence of workforce development services. This role requires a strong understanding of business management principles, expertise in designing effective workforce programs, and a proven track record in meeting performance benchmarks.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Direct workforce services to enable the delivery system to be consistent with plans and attain the established program goals, ensuring compliance with all local, state, federal laws, rules and regulations.
  • Facilitate meetings with employer partners to drive system alignment, innovation, and collaboration.
  • Measure, evaluate, and report on system performance, customer satisfaction, and program compliance.
  • Implement innovative technology solutions to enhance service delivery for job-seeking and employer customers.
  • Provide general oversight and supervision to managers and functionally supervise all staff.
  • Lead staff development efforts and continuing professional development initiatives.
  • Lead the recruitment, interviewing, hiring and training of all case management, business services and support personnel
  • Evaluate employee performance, prepare performance appraisals, recommend and document disciplinary actions.
  • Establish and maintain positive working relationships with funders, employers, state and local partners, organizations and businesses in the community.
  • Orchestrate community events such as job in-person and virtual job fairs
  • Represent the company conferences, community events, board meetings, podcasts and social media.
  • Oversee overall financial management for the projects/contracts assigned.
  • Supervise internal and external audits.
  • Preforms other related duties as required and directed

    • Demonstrated ability to manage and operate an effective adult learning, workforce development, or employment placement business.
    • Travel approximately 30% of the time.
    • Proficiency in Spanish Language highly desired.

    EDUCATION and/or EXPERIENCE:

    • Bachelor's degree education, business administration or related field from an accredited college or university; Master's degree strongly preferred.
    • A minimum of five (5) years of workforce development, operations of employment and training programs required.
    • A minimum of five (5) years of supervisory experience required
    • Experience working with adults in the workforce system and those disconnected from services
    • Experience administering Workforce Innovation Opportunity Act (WIOA) programs.

    OTHER SKILLS AND ABILITIES: Personal computer literacy required, including effective use of the Internet, e-mail, video conferencing (Zoom, Teams) and Microsoft Office (Word, Excel, PowerPoint and Outlook). Ability to learn and efficiently utilize various case management software programs.
