Job Summary This position is the Purchasing Officer (CUPO) for the University and has responsibility for the development and execution of procurement strategies to efficiently serve the University, maximize the value received from vendors, and minimize cost while maintaining compliance with federal, state, and institutional guidelines. Provides guidance for all sourcing efforts and identifying potential suppliers to enable faculty and staff in achieving Mission & Vision of the University. The ideal candidate is pragmatic about delivery of timely and helpful client service while balancing compliance. This individual makes daily decisions regarding acceptable and advantageous contract terms in regards to awarding purchase orders and/or contracts with the University. Responsibility for the creation and maintenance of key performance metrics for the department as a whole. Development and maintenance of departmental budget. Applicant must pass a credit check.

Responsibilities 1 -
Lead Purchasing Team Lead the operations of the Purchasing including staff development to building capabilities of the Purchasing Department. Develops performance plans, monitors progress providing timely feedback and completes written appraisal of staff. Provides and promotes appropriate professional development and learning experiences. Supports and directs staff providing timely, and efficient client service to internal customers and external vendors.

Development and supervision of RFQLs, RFPLs, and other solicitations Development and supervision of RFQ's, RFP's and other solicitation documents based on sourcing strategies to ensure vendor selection meets University needs and is costeffective.

Develop and continually refine procurement strategy Develops and continually refines the procurement strategy, processes and systems that incorporate best practices. Ensure the University receives the best value, efficiency, and effectiveness in meeting its sourcing needs while maintaining compliance with regulatory requirements.

Develop and maintain a high-performance culture Develop and maintain a high-performance culture in the function, resulting in continued success in meeting functional KPIs and improved levels of customer service to interior and exterior customers. Job Responsibilities/ Duties 5 Oversight and Management of the purchase card program Ensure compliance with DOAS purchase card program while balancing business continuity and efficiency in procuring UWG needs.

Required Qualifications Educational Requirements
Bachelor's Degree

Required Experience
Seven years of professional procurement/sourcing experience; three years of managerial expertise . Applicant must pass a satisfactory completion of a credit check.

Preferred Qualifications Preferred Educational Qualifications
Masters Degree

Preferred Experience
Georgia Purchasing certifications or other related professional certifications. Georgia Purchasing certifications are required within six (6) months of hire date depending upon class availability. Preferred certifications: CPPB, CPPO, CACM, CPCM, CPM or other professional business certifications. Prior government or higher education procurement experience.

Proposed Salary $95,120 to $115,000 Annually. Paid on a Monthly Basis.

Knowledge, Skills, & Abilities KNOWLEDGE/SKILLS/ABILITIES

Extensive knowledge of public procurement practices, including RFQs, RFPs, vendor sourcing, contract negotiation, and compliance with state and federal regulations. Thorough understanding of regulatory compliance, including oversight of purchase card programs and adherence to DOAS and institutional policies while maintaining operational continuity. Skill: Strong leadership and team management skills with experience in developing and implementing procurement strategies that improve efficiency, reduce costs, and align with institutional goals. Abilities: The ability to supervise staff, develop performance plans, and foster a high-performance culture. Strategic planning abilities also a must in this strategic leadership role.

Physical Requirements-Lifting up to 15lbs Office Environment - Work normally performed in a typical interior work environment.

Decision Making / Consequences of Error-Errors could result in vendor protests, litigation, inability to procure essential goods or services for the University or loss or reduction of delegated purchasing authority from the State of Georgia DOAS or increase the number of vendor protests. Failure to timely procure could result in not meeting critical university deliverables affecting university operations.
