POSITION SUMMARY:
The Director of Payroll Operations will lead strategic initiatives to enhance payroll systems, processes, compliance, and overall organizational effectiveness. This role is critical in managing multi-state payroll operations, driving continuous process improvements, integrating new technologies, and collaborating closely with Human Resources, Accounting, Business Intelligence, and executive leadership. Moving beyond day-to-day processing, the Director will focus on optimizing payroll functions across the enterprise to support growth and operational excellence. As the organization continues to expand, the Director will ensure payroll operations are scalable, adaptable, and positioned to meet the demands of a growing and dynamic workforce.
Responsibilities:
Strategic Leadership:
- Develop and drive strategic initiatives to enhance the efficiency, compliance, and scalability of payroll operations.
- Partner closely with HR, Accounting, Business Intelligence, and IT teams to integrate payroll systems with enterprise-wide applications.
- Identify, evaluate, and implement new technologies and automation tools to streamline payroll processing and reporting.
- Lead the planning and execution of payroll-related special projects, system upgrades, and process reengineering initiatives.
Payroll Operations Oversight:
- Oversee the end-to-end payroll operations for multi-state, union, and non-union employees across multiple companies.
- Ensure compliance with all federal, state, and local tax regulations including 940, 941, NYS-45, MTA, and other applicable filings.
- Direct the preparation and review of payroll tax returns, year-end W2 filings, and union reporting requirements.
- Supervise and mentor the payroll team, setting clear goals, providing professional development opportunities, and maintaining a high-performance culture.
Process Improvement and Compliance:
- Continuously evaluate current payroll processes and systems to identify opportunities for efficiency improvements and risk mitigation.
- Maintain and enforce internal controls and audit procedures to ensure payroll accuracy and data security.
- Lead labor compliance and certified payroll reporting efforts, leveraging systems like LCP Tracker and Elation project management tools.
- Direct Union audits, Workers' Compensation audits, and oversee Union benefit remittances, ensuring accuracy and timely submissions.
Cross-Functional Collaboration:
- Serve as a key partner to leadership teams, providing strategic payroll insights, workforce cost reporting, and compliance updates.
- Collaborate with Business Intelligence to develop advanced payroll reporting, analytics, and dashboards for executive leadership.
- Ensure alignment between payroll, accounting, and HR initiatives to support broader company objectives.
Operational Excellence:
- Oversee the setup and onboarding of new payroll companies, ensuring smooth transitions and system integrations.
- Maintain high standards of confidentiality, compliance, and employee service across all payroll functions.
- Develop and maintain payroll policies and procedures, ensuring ongoing adherence to best practices and regulatory requirements.
QUALIFICATIONS:
Bachelor's degree Accounting, Finance, Business Administration, or a related field preferred.
10+ years' experience processing payroll independently.
Construction in house payroll experience is required.
Knowledge of multi-state union and non-union payroll processing required.
Knowledge of Vista Viewpoint preferred.
Strong verbal, written and interpersonal communication skills.
Analytical and problem-solving abilities, with keen attention to detail.
Self-motivated with the ability to effectively prioritize and execute tasks in a high-pressure environment.
Experience working in a team-oriented, collaborative environment.
