Position Summary

The Director of Campus Planning and Facilities position directs and coordinates comprehensive facilities management operations designed to support capital projects/planning, facilities management, engineering/sustainability, and compliance. Supervises all members of our facilities staff members, including two supervisors.

Essential Job Functions
  • Develops and implements protocols for managing campus facilities, including construction projects, renovations, preventive and routine maintenance, special projects and projects under the supervision of the Department of Technology, Management and Budget of the State of Michigan.
  • Oversees the development, implementation and maintenance of databases to record and track facilities projects, routine maintenance, maintenance on all major systems and equipment, and establishes a college-wide facilities management system.
  • Directs the implementation of a planned maintenance program to ensure maximum performance of College facilities and equipment, realizing cost effective and efficient operating lifetimes for all facilities and equipment.
  • Serves as the College's informed buyer and contract manager of the external services required to support Campus Planning and Facilities.
  • Provide leadership in the administration/enforcement of the College's room reservation and rental policies.
  • Acts as the College Architect/Engineer and Sustainability lead with the ability to function with a high degree of autonomy and creativity.
  • Provides vision and leadership that includes cost-effective engineering, operation, maintenance, and repair services for buildings, utilities and equipment, ensuring a safe, pleasant and appropriate environment for all employees, students and guests of the College.
  • Develops and maintains a system of consistent, efficient, and reliable energy management for all College facilities, including the combined heating, cooling and power plant; utility distribution systems; and, building automation and energy management systems in support of the educational and administrative activities.
  • Oversees energy and sustainability initiatives on behalf of the College. Develops, implements and assesses department goals, policies, and procedures to ensure alignment with the College's plans. Prepares reports regarding utilities, departmental efficiency, budget, cost analysis, etc.
  • Develops timetables and pro-forma budgets for capital projects.
  • Responsible for the development, planning and renovation of all current and new initiatives for campus facilities and related systems, including master planning, space planning, capital construction and renovation, sustainability, environmental compliance, furniture, fixtures and equipment and property management.
  • Links operating and strategic goals to strategic plans in other divisions; maintains and nurtures collaborative working relationships with managers and academic administrators, as well as faculty, staff, and student communities throughout the College.
  • Evaluates contractor performance for design and construction and ensures proper procedures are developed and adhered to for occupancy.
  • Represents the College with township, county and state offices to ensure College compliance with building code, safety regulations, storm water management license, ADA accessibility code, and environmental regulations.
  • Maintains a thorough knowledge of EPA and OSHA regulations, building codes, federal and state environmental agency requirements, and life safety standards.
  • Maintains knowledge of the latest technologies and management techniques to facilitate effective management.
  • Provides clear direction and effective leadership for unit supervisors and their staffs.
  • Recruits, develops and retains professional staff; establishes and maintains professional development training programs for staff.
  • Develops, negotiates, proposes, and manages contracts with external suppliers and service providers.
  • Serves on the College's negotiating team for Maintenance union labor contracts.
  • Prepares the department budget with the input from appropriate resources and approves expenditures while managing the budget.
  • Coordinates activities with various stakeholders to accomplish the mission and vision of the College.
  • Other duties utilizing similar skills and abilities, related to the accomplishment of the essential functions of this job, may be assigned.
  • Requirements

    Bachelor's degree in facilities management, architecture, engineering, or a related field; and 2-4 years of significant and progressively senior level operations and leadership experience in facilities management; OR equivalent combination of education and experience. Certified engineer within plant, facilities or professional designation preferred.

    Supervisory Responsibilities
    Supervises a composite of 19 support staff and maintenance members, which includes two support staff supervisors within the Campus Planning and Facilities areas. Executes supervisory responsibilities in accordance with applicable laws and the organization's policies, which includes the Code of Ethics. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

    Language Skills
    Ability to read, analyze, and interpret periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    Mathematical Skills
    Ability to apply concepts of fractions, percentages, ratios, proportions, and basic algebra, geometry, and trigonometry to practical situations. Ability to conceptualize fundamentals of probability and statistical inference.

    Reasoning Ability
    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    Computer Skills
    To perform this job successfully, an individual should have knowledge of Energy Management software; Database software; Internet software; Spreadsheet software and Word Processing software.

    Other Skills and Abilities Preferred
    Experience working across many internal and external constituents and groups, (e.g., faculty, staff, students, Board members, local and state employees, architects, contractors, community leaders and others).
    Solid understanding of capital project delivery methods and process.
    Strong working knowledge of various technical and mechanical equipment and related utilities and energy sources and experience leading professionals who work in these diverse areas and fields.
    Thorough knowledge of current federal and state laws and regulations affecting the management of combined heating, cooling and power plant operations, hazardous materials and other regulated activities
    Familiarity with statistical, simulation, and financial planning and management tools.
