Schedule: This position is currently hybrid with remote and in-office options. There may be occasional and irregular, required in-office time as needed and the schedule may fluctuate. (This may move to more in-office time in the future).
The Energy Facility Site Evaluation Council (EFSEC) provides environmental and safety oversight of approved facilities. EFSEC provides one- stop permitting for large energy projects in Washington, including nuclear facilities, thermal energy generation, fossil fuel, wind, and solar power plants, green hydrogen, biofuel refineries, oil refineries, natural gas storage fields, clean energy product manufacturing facilities, storage facilities, and qualifying transmission lines.
What you will be doing: In this position, you will maintain a high degree of influence with the EFSEC Chair, Council, and agency Director concerning agency administrative needs, and will act as the equivalent of an agency Deputy Director. You will have the authority to approve/disapprove/modify expenditures, policy, rules, forms, records requests, contracts, and other activities as needed.
You will administer all aspects of agency administrative functions. This includes, but not limited to, agency projects management, media and communications, legislation, policy and rules, forms and records, and contracts. Additionally, this section serves as main point contact for DES Small Agency Services for contracted services for contracts, budget, accounting, payroll, human resources, and technology through WaTech.
Who we are:
EFSEC was created in 1970 to provide "one stop" siting and permitting for large energy projects. By establishing the Council, the state legislature centralized the evaluation and oversight of large energy facilities within one state agency. The legislature cited the necessity of balancing the need for new energy facilities with the broad interests of the public. As part of the balancing process, the Council must take into account protection of environmental quality, the safety of energy facilities, and concern for energy availability.
The Council's responsibilities are listed in the Revised Code of Washington (RCW) 80.50 . These responsibilities include siting large natural gas and oil pipelines, thermal electric power plants that are 350 megawatts or greater and their dedicated transmission lines, new oil refineries or large expansions of existing facilities, and underground natural gas storage fields. Energy facilities of any size that exclusively use alternative energy resources (wind, solar, geothermal, landfill gas, wave or tidal action, or biomass energy) can opt-in to the EFSEC review and certification process as with certain electrical transmission lines. EFSEC's authority does not extend to hydropower plants or thermal electric plants that are less than 350 megawatts.
Duties
Some of what you'll be doing includes:
• Administers all agency administrative functions and serves as DES and WaTech main point contact for contracted agency services
• Supervises all administration division staff, conducts Performance and Development Plan (PDP) reviews for staff performance, training and development
• Serves as the agency expert in administrative needs and testifies before the Legislature, Administrative Hearings, EFSEC Council and public hearings as needed
• Ensures staff perform duties as assigned within the areas of project management, contracts, billing, legislation, policy, rules, media, forms and records, and records/data requests
• Maintains delegated signature authority for the Director on all administrative matters for the agency, including but not limited to contracts, purchases, budgeting, expenditures, RFPs, payroll, and accounting
• Oversees all administrative functions to include contracts, leases, purchase of services, policy, legislation, budget, payroll, accounting activities, records and public disclosure Qualifications
Required Education, Experience, and Competencies.
Conflict of Interest: RCW 42.52 limits EFSEC's ability to employ any person who owns stock in any company the Council regulates or is otherwise financially interested in such company.
No degree and (9) years experience managing or administering state-wide programs related to administrative oversight of a large division or agency, including budget, contracts, HR, PRRs, facilities, payroll, and accounting functions.
AND
Seven (7) years of experience as a 2nd level supervisor or above.
NOTE:
• Qualifying experience may substitute for education
• Formal experience and supervisory experience may run concurrently OR
Bachelor's degree in business administration, public administration or a closely related field
AND
• Seven (7) years of experience conducting or administrating budgets, service or purchase contracts, HR, etc.
• Five (5) years as a 2nd level supervisor. OR
Master's degree in Business Administration, Public Administration or a closely related field
AND
• Five (5) years experience conducting or administrating budgets, contracts, HR, etc.
• Three (3) years as a 2nd level supervisor or above. Preferred/Desired Education, Experience, and Competencies.
• 10 years of experience managing or administering state-wide programs related to administrative oversight of a large division or agency, including budget, contracts, HR, PRRs, facilities, payroll, and accounting functions.
• 5 years of experience as a 3rd level supervisor or above.
• Knowledge of Washington energy facility siting laws and regulations, state and federal state environmental regulations (air emissions, water use and water discharge, wetlands, fish & wildlife), State Environmental Policy Act laws and procedures, Administrative Procedure Act (adjudicative proceedings, rulemaking), state budgeting procedures, legislative procedures and processes.
