Pay Range Information:

Chapman University is required to provide a reasonable estimate of the compensation range for this position. This range takes into account a variety of factors that are considered in making compensation decisions, including experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. Salary offers are determined based on the final candidate's qualifications and experience, as well as internal equity and other internal factors. The anticipated pay range is not a promise of a particular wage.

Job Description Summary:

Reporting to the Vice President of Campus Planning and Design, the Director of Campus Planning is responsible for overseeing the planning phase of projects, the management of campus space, and guiding the physical development of the campus in alignment with the University's mission and strategic plan. This role operates at a wide range of scales, from campus-wide planning to space and project programming, strategic capital project planning support, and project development for various environments. The position directs and supervises assigned staff in Campus Planning and Design, provides and/or procures professional services to coordinate campus planning, pre-design feasibility, and space management for the University's two locations in Orange and Irvine, CA. Requires strong collaboration with campus clients, administrative departments, and external partners.

Responsibilities:

Leadership & Leadership Support:

  • Support the Vice President in developing short- and long-range plans for the physical development of the campus.
  • Provide leadership, supervision, and direction to assigned staff in GIS/space analytics, interiors project management, and project coordination.
  • Support the Vice President and collaborate with university partners in developing the university's comprehensive capital plan.
  • Support the VP with timely, accurate, and effective reports and presentations for higher leadership review.


Campus Planning:
  • Pursue campus planning initiatives in service of the university's strategic plan.
  • Undertake planning and design studies of campus-wide scope (e.g., place-making projects, landscapes, site planning, infill development scenarios, design elements like signage, wayfinding, lighting, posting).
  • Bring on board and oversee the work of in-house teams and/or consultants to accomplish planning goals.

Space Management & Planning:
  • Provide leadership in managing campus space issues and activities, including annual space inventory and space-related working groups.
  • Provide space programming and swing space scenarios, as well as space planning recommendations, during the planning phase of capital projects.
  • In response to space allocation and enhancement requests, collaborate with users to determine needs, define scope of work, and oversee solutions on tenant improvement projects.
  • Undertake sector-specific space needs studies (e.g., classroom space, workspace, lab space).

Project Development & Management Support:
  • Develop feasibility studies, cost projections, owner requirements, and applicable design standards for project authorization, utilizing in-house and/or external experts.
  • Procure external professional services following university rules and divisional standards; execute necessary agreements.
  • Lead feasibility studies for major capital projects and major renovations.
  • Support the development of specific capital project scopes, budgets, and timelines for both campuses.
  • Develop, oversee and monitor minor capital improvement and tenant improvement projects from initiation to completion (leading during initiation and planning, and monitoring/advising during design, construction, and occupancy).

Quality Control and Standards
  • Develop and apply campus planning and space planning guidelines and standards.
  • Conduct quality control reviews of project documents to ensure consistency with guidelines and standards.
  • Contribute to architectural quality and design excellence through the lens of space planning.

Liaison, Communication, and Collaboration:
  • Maintain strong lines of communication with campus clients and space occupants, fostering excellent client relations.
  • Work collaboratively with university departments and divisions (e.g., Facilities Management, IS&T, Risk Management/EHS, Fire & Life Safety, Parking & Transportation, Public Safety), as well as external consultants and community.
  • Undertake all projects with a community engagement starting point.
  • Liaise with planning officials on select projects and recommend courses of action during the entitlement phase.
  • Take the lead and/or coordinate with consultants to address state and federal permitting requirements.
  • Manage planning document reviews by relevant campus departments.
  • Coordinate internal approvals as required.
Other Duties and Responsibilities
  • Advance campus accessibility, inclusion, and sustainability goals and objectives.

Required Qualifications:

  • Bachelor's degree from an accredited institution in architecture, physical planning, or other closely related field.
  • Eight (8) years of experience in managing planning and/or major capital projects, including facilities planning, programming, pre-design, comprehensive campus planning and design, and space planning, preferably on institutional or large-scale projects.
  • Four (4) years of direct management or supervisory experience.
  • Demonstrated ability to work with a diverse workforce and population and to respect and value differences. An ability and commitment to work effectively in a culturally diverse and inclusive environment.
  • Knowledge of local building codes, ADA Accessibility Guidelines, zoning and entitlements, and related regulations.
  • Skills in effective use of applicable technology/systems (i.e., AutoCAD, ARCHIBUS, ESRI ArcGIS, FME Platform, PeopleSoft, 25Live, Campus Solutions, and other space data software).
  • Strong verbal, written, and graphic communication skills.
  • Ability to support a mission and strategic vision.
  • Instructional, training, and teambuilding skills to strengthen and cultivate relationships

Desired Qualifications:

  • Advanced degree (Master's) in relevant field is preferred.
  • Experience in project budgeting is strongly preferred.
  • Knowledge of sustainability, urban design, and/or land use is preferred
  • One or more of the following certifications or licenses is strongly preferred: Architect License, NCARB registration, LEED AP, completion of SCUP Planning Institute Workshops, AICP, and/or Project Management Professional (PMP) Certification.
  • Understanding of municipality institutional master planning is preferred.
  • Experience and ability to develop and apply space planning guidelines and standards.
