The Digital Systems Investigator role at the North Carolina State Lottery Commission is a critical part of the Regulated Gaming Division. Responsibilities: - Review technical documentation for software system updates and changes for over a dozen different company systems. Develop processes and procedures to review and track system changes and approval of new technology solutions for operators.
- Evaluate the new technologies for potential risks to players, regulatory compliance, and the wagering companies as part of the approval process.
- Review quarterly and annual compliance reports submitted by licensed operators to ensure compliance with GLI-33 standards and the CMP Program Guide for Change Management processes, as well as annual Integrity and Security Assessments.
- Investigate assigned incident notifications, complaints, and reports of suspected noncompliant behavior concerning operators' online gaming systems. Gather evidence through letters of inquiry and interviews, properly reporting and documenting case work to substantiate or disprove alleged violations of the law or Commission rules.
- Review all change management requests and verify that licensees are acting in accord with their internal controls and Commission standards. Test selected changes after implementation to validate system integrity.
- Create, update and maintain the change management database for all changes that take place for all licensed entities for North Carolina.
Requirements: - 2-5 years of experience in Information Technology, IT Audits, IT Risk Governance or Compliance with experience with audits or IT Risk Assessments.
- Degree in computer science or computer engineering, or equivalent knowledge and experience.
- CCMP (Certified Change Management Professional) or CISA (Certified Information Systems Auditor) a plus.
- Experience reading and understanding technical IT related change management processes.
- Ability to clearly document investigative findings and management reports, and to make logical and sound decisions in critical, complex, and changing situations.
- Demonstrated knowledge of file and system integrity (hashes, encryption, digital signatures).
- Knowledge of ISO domains and standards.
- Knowledge of cloud security controls and frameworks.
- Basic knowledge of gaming system controls and processes.
- Experience working with regulators, third-party labs, and auditors a plus.
- Experience with technical writing.
- Strong communication skills, both verbal and written. Ability to communicate clearly and effectively with technical and non-technical stakeholders.
- Exceptional attention to detail.
- Excellent customer service skills.
- Familiarity or prior experience working with electronic document management systems
- Proficiency with MS Office Suite (Outlook, Word, Excel).
- Able to manage a case load to ensure timely review and response to open items
- Ability to work in a fast-paced environment.
- Knowledge of or demonstrated ability to learn rapidly about gaming industry technical standards and regulations including GLI-33 standards, GLI-CMP (Change Management Program Guide), and the North Carolina State Lottery Commission's Sports and Pari-Mutuel Wagering Rules.
Hiring Rate: $67,984 (this exempt position will be filled at or near the posted salary)
