This lead web position ensures public website content, documents, surveys and other external printed and digital communications accurately convey policy and operational information regarding programs and activities administered by the Behavioral Health Administration (BHA) at Department of Human Services (DHS). The incumbent develops, edits and remediates documents and content to be fully accessible based on Section 508, W3C WCAG and DHS standards. The incumbent also provides technical assistance to administration staff and contractors when developing and updating website content and other public communications. The incumbent leads project management and process improvement activities to ensure that web content and related projects and processes are accurate, accessible and aligned with the administration's priorities and directives. The incumbent also leads the development of survey projects for the BHA survey team.
Some Responsibilities Include: Public web content - Lead BHA public web activities. Provide technical assistance to administration staff and contractors in creating and maintaining web content and communications, assure accuracy and alignment with state and federal laws, DHS/BHA and Minnesota Information Technology Services (MN.IT) standards, editorial guidelines and user needs.
Accessibility - Ensure documents meet Section 508, Americans with Disabilities Act (ADA), W3C WCAG, and DHS accessibility standards.
Project management and process improvement - Assure web content and related projects and processes are efficient, effective and aligned with administration priorities and strategies.
Leadership and technical assistance - Utilizes survey software to assure that timely, accurate data is collected, and processes align with DHS standards, guidelines and best practices.
Communications and data platform administration - Provide leadership and technical assistance to division staff using DHS content management systems (CMS) and survey software to facilitate effective, appropriate, and efficient software use and publishing.
Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Two (2) years of working experience developing and managing digital and website content.
Experience must include:
- Website development content management systems (CMS) platforms and multimedia formats i.e., HTML/CCS/XML/JS and front/backend website development.
- Develop/deploywebcontentusingformatsbasedonstandardwebtechnologies(e.g.,HTML);translate functional requirements into user interface prototypes; create websites as part of complete redesign.
- Designwebsiteelements(e.g.,colorschemes,linksandnavigationfeatures,pagelayouttemplates,andgraphic elements); create functional page elements such as buttons and input fields which adhere to style standards and/or best practices.
- Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, Outlook, MS Teams and SharePoint.
- Understanding of project management and/or process improvement methods.
Bachelor's degree in communications, digital media, graphic design or another related field may substitute for two (2) years of experience. Master's Degree in communications, digital media, graphic design or another related field may substitute for one (1) year of experience.
Preferred Qualifications - Variety of experiences working effectively with others from different backgrounds and cultures.
- Strategic use of social media in delivering public content.
- Digital publishing, web development, CMS platform administration and multimedia formats.
- Accessible user interface design (UDI) and universal design (UD) practices and principles.
- Business English, APA style, spelling, grammar to create/edit a variety of written documents.
- State of Minnesota human and health care programs along with familiarity with Section 508 of Rehabilitation Act and Americans with Disability Act (ADA) & W3C/WCAG.
- Use of Adobe Creative Cloud for document design (InDesign, Acrobat, Illustrator, Photoshop).
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
