To support this growth, OPG is seeking a highly skilled Development Manager to join its dynamic team.
Position Summary
Based in OPG's Denver office, the Development Manager will report to the Vice President of Development and will be responsible for the oversight of the development division's operating functions. This role involves managing the full development lifecycle of affordable housing projects, requiring extensive experience in affordable housing finance, Low-Income Housing Tax Credit (LIHTC) transactions, and stakeholder coordination.
Additionally, this role is pivotal in delivering affordable housing projects according to OPG's strategic plan. The Development Manager will oversee and manage operational activities in the development division while ensuring effective coordination and collaboration between divisions, including finance, asset management and construction. The ideal candidate will be extremely organized, effectively multi-task in a fast-paced environment and have significant experience to independently resolve issues.
Key Responsibilities
Develops, directs and coordinates the execution of affordable housing projects from due diligence to financing, entitlements, and design by utilizing LIHTC, Section 8 and other affordable housing programs.
Monitors the closing process for complex mixed-finance deals with multiple lenders and governmental stakeholders to prevent conflicts between funding sources
Oversees pre-development activities, including architectural and engineering coordination, zoning, and feasibility studies.
Prepares financial modeling, underwriting, and structuring of debt and equity transactions, including tax credit financing, tax-exempt bonds, and layered funding sources (HOME, CDBG, AHP, etc.).
Reviews and coordinates the submission of funding applications for tax credits, tax-exempt bonds, project-based vouchers, CDBG funds, tax exemptions, and other government subsidies.
Prepares and presents clear and concise reports on the status of each project utilizing Dealpath
Coordinates third-party reports (environmental, market studies, cost reviews) to ensure investor and regulatory compliance.
Maintains positive working relationships with government agencies, lenders, investors, contractors, architects, and other key stakeholders.
Supports development team members and external consultants throughout the project lifecycle.
Builds effective coordination and processes between development, asset management, and construction divisions to ensure seamless project transitions from construction to occupancy.
Partner will all Development team members to ensure projects meet all the financial objectives.
Provide critical insights and updates to the Vice President of Development, assisting in problem-solving and leadership within the development team.
Qualifications & Experience
3-5 years of direct experience in affordable housing development including LIHTC financing, Section 8 programs, tax-exempt bonds, and other affordable housing tools is required
Strong analytical skills with proficiency in financial modeling and Excel.
Exceptional written and verbal communication abilities.
Ability to manage multiple projects and meet deadlines in a high-energy, fast-paced environment.
Self-motivated, highly organized, and detail-oriented with a strong work ethic.
High emotional intelligence with the ability to collaborate effectively with diverse stakeholders.
Demonstrated leadership skills in managing teams, cross-functional coordination, and issue resolution.
