Overview

Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Deputy Vice President in the Policy and Research Department to lead, develop and oversee policy research and analytic strategies to support PhRMA's advocacy efforts, focusing on Medicare Part D and the effects of the Inflation Reduction Act (IRA) on Part D. The individual will report to the Vice President, Policy and Research, and will work closely with the VP and Department leadership and staff to develop and oversee implementation of our agenda, strategy and work plan on Medicare Part D, including related work on Medicare Advantage.

The Deputy Vice President will:

  • Lead work related to the IRA and Part D, including work to support PhRMA's overall advocacy agenda on IRA and implementation of Part D-related provisions, including MFP price setting, smoothing, and Part D redesign.
  • Work closely with PRD policy and research staff to conceptualize and execute a robust workstream of research and analysis related to the impact of the IRA on Part D to support our advocacy priorities.
  • Serve as a primary subject matter expert on Medicare Part D, identify and conceptualize new advocacy opportunities and arguments, maintain a strong stable of current advocacy materials, and participate in meetings with Congressional staff as needed.
  • Analyze regulations and other guidance from CMS pertaining to issue areas covered and provide summaries and analysis for both internal and external use. Lead and draft responses to relevant regulations and other materials released for public comment, working through the established workgroup process.
  • Lead discussion and content development (e.g., slides) for the Medicare Part D workgroup comprised of member company staff, including planning for cadence of meetings.
  • Maintain strong ongoing communication with member companies, engaging directly with company staff on issues related to Medicare Part D and IRA to ensure a deep understanding of their priorities and policy positions. Drive towards member company consensus on related policy issues, identifying potential compromise positions.
  • Develop and implement plan to engage with CMS staff in support of PhRMA's Part D and MA priorities, including but not limited to the agency's annual rulemaking and rate notices, and support related work with external stakeholders.
  • Oversee development of up-to-date talking points and materials in support of Federal advocacy efforts on Part D and in response to public affairs, PhRMA leadership, and member company requests. Ensure timely responses that reflect current and accurate information while meeting advocacy goals.
  • Prepare and deliver presentations on PhRMA's Medicare Part D-related issues to groups external and internal to PhRMA, including to senior staff from member companies, and lead development of decks, talking points, and other relevant materials for Policy executives to use in such meetings as requested.
  • Supervise direct reports, including supporting their career growth and providing clear goals and feedback. Supervise consultants performing policy and research projects.
  • Perform other duties as assigned.

Key success factors for this role include strong interpersonal skills and team focus paired with the ability to work and prioritize tasks independently. The preferred candidate will bring substantive health care policy analysis experience, particularly about CMS, Medicare Part D, and the IRA, as well as the ability to analyze research, and expertise in reviewing and interpreting in-depth policy analyses including legislative text and regulations. This individual must have exceptional written and verbal communication skills and be focused, organized, detail-oriented, responsive and diplomatic. This is a highly visible, fast-paced position that is both internally and externally facing. Accordingly, the successful candidate should be adaptable, able to reprioritize and shift gears quickly.

Professional Experience / Requirements

  • Master's degree in public health, economics, health services research, public policy, or related field required.
  • 10+ years of previous experience developing and managing large research projects and policy analyses related to health policy or public health.
  • Previous experience managing teams and consultants.
  • Strong writing that communicates clearly and persuasively on advocacy issues.
  • Strong verbal communication and presentation skills.
  • Background with the prescription drug market and Medicare Part D in particular.
  • Ability to synthesize and distill a large volume of technical information for use by Policy leadership and others across PhRMA.
  • Analytical skills and quantitative capabilities.

Preferred Experience

  • MA or other advanced degree in public policy, public health, or a related field.

Potential Salary

$187,100 - $266,600 per annum. Salary is commensurate with experience and other compensable factors.
